Job Specifics
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Promotional:
One year of permanent competitive or 55-b/55-c service as an:
Engineering Geologist, Engineering Materials Analyst, Environmental Engineering Technician 2, Senior Drafting Technician (all parenthetics), Senior Engineering Technician, or Senior Engineering Technician (Soils).
Open Competitive:
Either 1. a bachelor's degree in engineering, engineering technology, construction technology, architecture, or architectural technology;
Or 2. an associate's degree in engineering, engineering technology, construction technology, architecture, or architectural technology AND two years of drafting experience including at least one year of specialized drafting and/or modeling experience in structural engineering projects including but not limited to concrete, steel, or timber structural systems, flexible retaining walls, foundations, or seismic design;
Or 3. a certificate in computer-aided drafting* issued by a regionally accredited college or university AND three years of drafting experience including at least one year of specialized drafting and/or modeling experience in structural engineering projects including but not limited to concrete, steel, or timber structural systems, flexible retaining walls, foundations, or seismic design;
Or 4. four years of drafting experience including at least one year of specialized drafting and/or modeling experience in structural engineering projects including but not limited to concrete, steel, or timber structural systems, flexible retaining walls, foundations, or seismic design.
If there are three or fewer qualified candidates interested in appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Transportation and have one year of competitive service in a Senior Drafting Technician (all parenthetics) title.
*Certificates from a Trade or Technical school will be accepted only if it is from an institution that is regionally accredited or recognized by the NYS Department of Education. Please note: It is the drafting program that needs to be accepted, not just the school.
To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description In the Office of Structures, under the supervision of a Professional Engineer 1, the incumbents may:
• Prepare drawings of moderate to complex difficulty for a variety of structural engineering projects using MicroStation CADD software.
• Prepare and check engineering computations of moderate to complex difficulty.
• Prepare and check quantity estimates.
• Perform field investigations to collect or confirm data.
• Develop and utilize complete physical engineering models for design, clash detection, visualization, construction coordination, contract plan preparation, and estimating.
• Prepare and maintain the Department standard details for bridges (BD Sheets) and the Office of Structures Bridge Manual.
• Review contractor submittals for construction and fabrication of structural elements.
• Special assignments to address management needs.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
