Job Specifics

Minimum Qualifications Are you interested in starting a career with New York State? Do you have commercial/industrial operation and maintenance experience with HVAC or boiler equipment? Greater Binghamton Health Center is recruiting for a Plant Utilities Engineer 1 for their physical plant operations. Candidates from outside or within State Service can apply.

Minimum Qualifications:
Candidates from outside or within State service may be considered for hire under the Hiring for Emergency Limited Placement - Statewide (HELPS) program as a Plant Utilities Engineer 1 if they have one of the qualifications listed:
• Graduate of heating, HVAC, ventilation, air conditioning, and refrigeration apprenticeship program from the U.S. Air Force; or
• Enlisted machinery technician (MK) with the U.S. Coast Guard or possession of a certificate as a Marine Engineer issued by the U.S. Coast Guard; or
• Enlisted power generation equipment repairer with the U.S. Army; or
• Enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman with the U.S. Navy; or
• Merchant Mariner’s Document (MMD) and qualified member of the engine department (QMED) as an oiler, fireman/water tender, refrigerating engineer or engineman with the U.S. Merchant Marine; or
• Completion of a New York State Department of Labor registered apprenticeship program for stationary engineers, plant maintenance (plumber/steamfitter), HVAC Mechanic or plant maintenance (refrigeration/AC); or
• Possession of a High-Pressure Boiler Operating Engineer License or Stationary Engineer License; or
• Bachelor’s degree in Facilities Engineering, Mechanical Engineering, Electrical Engineering, or Marine Engineering; or
• 4 years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment; or
• 4 years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment; or
• Associate’s degree in HVAC and 2 years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment; or 2 years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment; or
• Completion of an HVAC certificate or diploma from a BOCES program (900 hours) OR completion of an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology college and 2 years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment; or 2 years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment.

OR

Candidates from within State service may be considered for transfer to a competitive class position if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description As a Plant Utilities Engineer 1, you will be responsible for a variety of maintenance and repair tasks including:
• Operating, maintaining, and repairing HVAC and mechanical equipment inside and outside the physical plant equipment
• Cleaning, inspecting, and maintaining boilers
• Responding to mechanical, electrical, or plumbing calls and troubleshooting necessary repairs
• Conducting boiler, HVAC, and water systems testing, analyzing results, and adjusting chemicals as needed
