Job Specifics
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which mean no examination is required but all candidates must meet the minimum qualifications for the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
To be considered for appointment through NY HELPS, or 55b/c, candidates must meet the open-competitive minimum qualifications for this position.

70.1 Transfer Qualifications:
Candidates must have one year of permanent competitive or 55bc service as an Environmental Program Specialist 1.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
This is a two-year traineeship with a starting salary of $52,198 (SG-14, Year 1), $58,247 (SG-16, Year 2) and advancing to $65,001 (SG-18, Full Journeyman level) after successful completion of the 2-year Traineeship.
Duties Description Incumbent duties may include but are not limited to the following: perform field studies of proposed building sites; evaluate potential impacts to natural resources from development activities; communicate Agency requirements and findings to landowners and other affected parties; draft correspondence and permits containing conditions and limitations. In addition, the incumbent may undertake preliminary enforcement case investigation; develop focused and sufficient investigation file and recommendation for resolution; conduct compliance inspections; and establish contact with municipal officials. The incumbent candidate may also review and respond to inquiries from the public regarding potential Agency jurisdiction. These inquiries can be received in written form as a jurisdictional inquiry or as a telephone or walk-in. The incumbent may also assist with Freedom of Information Requests. In addition, the incumbent may also participate in the coordination, development, and evaluation of major agency land planning activities related to natural resources protection and outdoor recreation. Candidates must have good communication skills, both written and oral. These positions are interchangeable between other Environmental Program Specialist 1 titles found within the Agency in various divisions. These two positions will be within the Regulatory Programs Division.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
