Job Specifics
Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.
OR
Candidates must have one year permanent or 55 b/c service in a title designated as appropriate for transfer in accordance with 70.1 or 52.6 of the Civil Service Law.
OR
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Candidates may be required to serve a 2-year traineeship that leads to the SG- 18 position. The traineeship would include SG-14 Trainee 1 and SG-16 Trainee 2. After successful completion of the two-year traineeship the incumbent will advance to the SG-18 level.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Human Resources Specialist Trainee 1- Starting Salary $55,005
Candidates must possess a bachelor’s degree or higher.
Human Resources Specialist Trainee 2- Starting Salary $61,340
A bachelor's degree and one year of professional human resources experience.*
Human Resources Specialist 1- Starting Salary $65,164
A bachelor's degree and two year of professional human resources experience.*
*a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
55 B/C QUALIFICATIONS
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.
Candidates must meet the non-competitive minimum qualifications listed above.
Duties Description Under the general direction of the Human Resources Specialist 2, SG-23, the incumbent will coordinate recruitment efforts and ensure the appropriate assistance to employees and program managers. Duties will include but will not be limited to:
• Perform a variety of recruitment activities as assigned to provide program managers with a qualified candidate pool.
• Ensure that appointments are made in accordance with policy and Civil Service Law.
• Conduct research and analysis to develop clear, concise agency requests for classification, reclassification, reallocation and earmark release.
• Develop comprehensive knowledge of employee, supervisory and staffing issues in assigned program areas.
• Serve as the primary point of contact for personnel questions and problems, assisting and providing information to assigned program area managers, supervisors and employees.
• Monitor employee status ensuring appropriate transactions are processed.
• Keep abreast of program goals and alert supervisor of emerging problems.
• Conduct research and pre-scope meeting and represents the Board at scope conferences.
• Maintain, update and/or file as necessary employee records classification packages, ad hoc reports and documentation of non-routine decisions
• Participate in special projects within Human Resources or in intra-agency or inter-agency work groups.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
