Minimum Qualifications Minimum qualifications for provisional appointment:
Must be a qualified employee of the New York State Department of Environmental Conservation and have had One year of permanent competitive or 55-b/55-c service as a Fish Culturist 2 or two years of permanent competitive of 55-b/55-c service as a Fish Culturist 1.
Minimum qualifications for permanent appointment:
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service as a Fish Culturist 2 and eligible for transfer under Section 70.1
*If there is no viable eligible for this title and no more than three individuals interested from among the interested qualified candidates for this position, it may be possible to make a permanent appointment via non-competitive promotion.
Duties Description Incumbent will serve as the assistant manager of the Chateaugay Fish Hatchery and supervise lower-level fish culturists, hourly employees, and volunteers; plan and supervise the maintenance schedules for the grounds, buildings, equipment, and fish culture facilities; direct construction activities when necessary; perform administrative tasks, including personnel and labor relations issues, employee recruitment, selection, and evaluation of employees; prepare purchase requisitions; evaluate data and prepare reports using valid scientific procedures; plan and direct the annual work program for the hatchery; plan and oversee implementation of the hatchery fish cultural programs; coordinate fish health management plan; and compile and prepare hatchery budget requests to support annual operating costs, including equipment and temporary service needs.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must obtain a Class B CDL within 6 months of appointment with appropriate endorsements and no air brake restriction.
Will be subject to the Federal Omnibus Transportation Employee Testing Act (OTETA) of 1991, which requires employee testing for drug and alcohol abuse.
Must be able to lift and move objects up to 50 pounds.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
