Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18, OR a current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.

Non Competitive Candidates via HELPS Program:
Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.

Health Program Administrator Trainee 1: A bachelor's or higher degree.

Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: CERTIFICATIONS/LICENSES: Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) preferred. EXPERIENCE: Minimum of two years of experience in procurement, contract management, or a related field; Experience in a government or public sector environment is highly desirable. SKILLS/KNOWLEDGE/ABILITIES: Strong understanding of procurement processes, state guidelines, and financial regulations; Excellent organizational and documentation skills; Ability to review and interpret contracts, proposals, and bids; Proficient in using procurement software and financial management systems; Strong communication and interpersonal skills for effective vendor and stakeholder liaison; Ability to work collaboratively in a team environment and support administrative functions efficiently

Duties Description The Health Program Administrator in the Contracts and Procurement Unit serves as a Unit Specialist responsible for supporting the development, evaluation, and management of contracts and procurement activities within the Finance Operations Branch. This role ensures accurate documentation of procurement requirements, compliance with state guidelines, and effective vendor liaison. The position also provides essential administrative support to maintain efficient operations and fosters a collaborative work environment.

MAJOR FUNCTIONS & ASSOCIATED DUTIES

Contract Development and Documentation: Assist in the development and review of contracts, Requests for Proposals (RFPs), Invitation for Bids (IFB), Requests for Qualifications (RFQ), Requests for Information (RFI), Requests for Applications (RFA), and Sole/Single Source Procurements; Ensure accurate and thorough documentation of contract terms, specifications, and procurement requirements; Support the publication of contract and procurement requirements for bidders.

Contract Monitoring and Compliance: Monitor contractor performance and compliance with contract terms; Assist in conducting contract modifications and amendments as needed; Support the administration and oversight functions for contracts and agreements awarded by the Division; Ensure that procurement activities adhere to state guidelines, laws, and best practice.

Procurement Processes and Support: Review purchase requisitions for conformance with rules, regulations, and agency procedures and policies; Assist in selecting the most appropriate method of procurement considering New York State’s purchasing guidelines and New York State Finance Law; Prepare bid proposals and orders for commodities or services based on specifications; Certify that commodities or services ordered are delivered as requested and direct payment; Conduct market research to determine available types of commodities and services.

Vendor Liaison and Specification Support: Liaise with vendors and program administrators to describe required commodities and services; Assist in developing and revising specifications to ensure they meet the unit’s needs; Inspect samples of delivered orders for conformity to specifications and proposals.

Staff Services: Provide administrative support to the unit, ensuring effective and efficient operations; Assist in the preparation of reports and documentation for managerial review; Support unit staff in various tasks, fostering a collaborative and productive work environment; Participate in performance evaluations, identify training needs, and support professional development opportunities for staff; Perform general administrative tasks to support the unit’s operations; Undertake other tasks as assigned to meet the core functions of the unit.

Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
