Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Business Systems Analyst 1

OR

Eligible List Appointment: Candidates must either be a Gaming Commission employee reachable for appointment from the current internal Public Administration Traineeship Transition (PATT) eligible list; OR be reachable on the current statewide PATT (if internal list is exhausted) OR have standing and be reachable on the current Professional Careers Opportunities (PCO) eligible list.
• PATT or PCO list appointees must serve a two-year traineeship (Grade 14, 16) that leads to the Grade 18 salary level;

OR

Transfer Qualification: Candidates must be a current New York State employee eligible for transfer under Section 70.1, 70.4 or 52.6 of the Civil Service Law.

Minimum Qualifications: bachelor’s degree* and completion of a two-year traineeship; or a bachelor’s degree and two years of business analysis experience where
your primary duty was performing three of the five following activities:

• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs [(e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, Joint Application Development (JAD) Sessions)].
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).

• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle [(e.g., Business Case, Use Case, Business Requirements Document (BRD), Fit-Gap Analysis, Impact and feasibility Analysis, Change Management Analysis)].

• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.

• Verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

NY HELPS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed below.

No Exam Required under NY HELPS.

Generally, titles filled via transition and open-competitive minimum qualifications may be recruited for using competitive methods, including transition lists and NY HELPS concurrently. Most current and future transition eligible lists do not need to be exhausted prior to making an NY HELPS appointment. However, for any transition title with newly established open-competitive qualifications, but where only a transition exam has recently been held, the resulting transition eligible list established on or after April 24, 2024, must be exhausted prior to making NY HELPS appointments to that title. Upon the establishment of a new transition list (where an open-competitive exam for the same title was not also held), agencies will have one month after the transition list establishment to make appointments from open recruitments; at one month, the transition list must be exhausted prior to making additional NY HELPS appointments.

Duties Description Under the general direction of the Business Systems Analyst 2, the incumbent will conduct critical day to day operational needs, along with financial auditing of operational processes. The incumbent will work with stakeholders to assist with scoping business processes and develop business cases and document requirements as needed for each project. They will be integrally involved in Gaming System changes review and testing; retailer website review and testing; SFA software; iPad and web-based review and testing; Specific responsibilities include:

• Conduct daily operations activities such as balancing systems, completing timely winner result activities and sales agent activity tracking.
• Serve as primary contact for day-to-day field staff, lottery customers and sales agents for operational and customer service issues.
• Evaluate performance data to preemptively identify agency improvement opportunities.
• Perform and assist in eliciting, describing, and maintaining requirements in comprehensive written documents.
• Coordinate, facilitate and assist with agency business process improvement initiatives, evaluating both the efficiency and effectiveness of internal stakeholder processes.
• Develop process models to support agency functions and develop supporting written narrative procedures.
• Participate in implementation functions not limited to system testing, and user acceptance testing.

Additional Comments Incumbents of these positions are designated as essential employees for agency operations and must report to work as normally scheduled. Essential employees are not covered by directed early departures or state office closures due to inclement weather, holidays, pandemics, etc.

Mandatory overtime may be required.

Prohibition against Playing and Wagering:

Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
