Job Specifics

Minimum Qualifications For new to NYS employment (or current NYS employees):
• A bachelor's degree*, AND
• At least three years** of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.

Substitutions:
*A Juris Doctor, master's, or higher degree in a related field may substitute for one year of specialized experience.
** Current certification from the from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience OR a Project Management Professional (PMP) may substitute for all three years of experience.

• Reachable for appointment on current Civil Service eligible list used for filling this title; OR
• One year of permanent competitive class service in a title eligible for transfer under section 52.6 of the Civil Service Law. Examples of eligible titles include but are not limited to: Administrative Specialist 2, Information Technology Specialist 3 (including all parenthetics).

Duties Description The incumbent will be assigned to the current and on-going initiatives with Workers’
Compensation Policy systems, participating in new and on-going application development
efforts. The focus will be on application re-engineering efforts for a suite of policy
administration systems including underwriting, premium audit, risk control, and billing systems.

Responsibilities include, but are not limited to:
• Participate in technology upgrades and processes enhancements for all existing PHS systems.
• Work on strategic and statutory projects.
• Coordinate and supporting the activities of a project team.
• Assisting with defining scope documents.
• Facilitate scrum meeting acting as the scrum master.
• Assist with PBITS and RFP request.
• Create and maintain work breakdown structure.
• Determine project start and end date while establishing critical milestones within
the project schedule.
• Record quality metrics.
• Compile project reports and communicate project status.
• Interact with stakeholders and coordinate the activities of the project team to
ensure objectives and milestone timelines are met.
• Document meeting minutes and action items.
• Follow up with project team on action items.
• Identifies risks and their potential impact on the project.
• Perform the full range of supervisory duties.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
