Minimum Qualifications Education Level Required: Bachelor’s degree or Associate’s degree with 7 years, direct experience may substitute.

Relevant Experience Required: 5+ years of relevant full-time professional experience, including at least 3 years experience working for the New York State Legislature (central staff experience preferred).

Knowledge Required: of economic development-related fields such as community development, economic incentives (loans, grants, tax credits), workforce development, public-private partnerships, research and development, innovation and commercialization and/or business marketing. Submits error-free, “zero defect” work products, including on short deadlines and in response to time-sensitive requests.
Skilled at providing insightful critiques of policy proposals, identifying unforeseen consequences, proposing remedies to potential issues, and assessing the short-term and long-term impacts of policy decisions, from both an internal and external perspective. Prepare thoughtful and thorough work product that anticipate and address follow-up questions from management.

ALTERNATE MINIMUM REQUIREMENTS FOR INTERNAL CANDIDATES: A minimum of 5 years of satisfactory service in another (relevant) position with Empire State Development. Up to 2 years of accredited post-secondary education, or service in the U.S. military may be substituted for service at ESD.

BASIC FUNCTION:
Under the direction of the SVP of Policy, Legislative Affairs, and Green Initiatives, lead Empire State Developments (ESD) Legislative Affairs efforts, analyze and summarize legislation, represent ESD in discussions with the Legislature, and help craft policy proposals and operationalize legislative initiatives.


WORK PERFORMED:
• Track and conduct analysis of legislative bills and compose memos on all relevant legislation, including by engaging with internal program experts to inform agency position.
• Assist in the creation of legislative proposals, from concept stage to implementation of new programs, in all areas of economic development. This includes participation in State of the State policy formation, participation in budget negotiations, and post-budget implementation of new economic development programs.
• Lead an annual effort to prepare the Commissioner for budget and other Legislative hearings. Coordinate across the agency to provide accurate, updated information to the Commissioner and to leadership to inform preparation. Synthesize information from all ESD Divisions.
• Engage with Members of the Legislature on key initiatives to provide responses and updates, including proactive outreach to provide briefings and presentations on priority topics.
• Establish systematic processes to track relevant legislation, through various Legislative committees to ensure full understanding of bills related to ESDs work.
• Provide guidance and support on ad hoc policy issues, including interagency or Chamber-led policy initiatives, press inquiries, or federal actions, while coordinating with relevant departments/offices of ESD, and other public, private sector, and legislative stakeholders.
• Prepare briefings and analyses, and summarize agency programs and proposals to supervisor, other ESD senior management, and Legislative and external stakeholders.
• Oversee and undertake special projects or initiatives as needed.
