Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to an Information Technology Specialist 2 Programming, you must have:
1. A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
2. OR - A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.
3. OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.
4. OR - A total of two years of experience in information technology.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
Transfers:
For 52.6 transfer to a(n) Information Technology Specialist 2 (Programming), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Collaborate with coworkers, system users, business analysts and other CIO teams to gather requirements for system changes and enhancements.
• Analyze OBIEE/OAS data models (RPD) and administration.
• Design and enhance applications for use by the internal team, business units, and customers.
• Identify, analyze, and resolve production issues.
• Design solutions to satisfy requirements for system changes and enhancements.
• Develop, remediate and enhance packages, procedures and functions for use in application development, data analytics and reporting.
• Migrate, deploy, and compile code or objects to the development and QA environments, as required.
• Design test plans to confirm that the requirements of system changes and enhancements are being met. Both unit and integration testing should be included in the design, as required.
• Prepare the environment and data for testing.
• Test changes and enhancements to confirm that the requirements of system changes and enhancements are being met but that undesired side effects are not being introduced.
• Work with system users to ensure that user acceptance testing is accurately and thoroughly executed.
• Create and maintain documentation to document:
o Program units and objects
o Processes
o Solutions identified to resolve problems
o Test plans
o Business requirements
o System Design
o Use Cases.
Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in Computer Programming.
• Demonstrated experience in Business / Systems Analysis.
• Demonstrated experience in Programming Languages: SQL.
• Demonstrated experience in Database: Oracle PL/SQL.
• Experience in troubleshooting and problem resolution.
• Experience modelling data for reporting and analytics.
• Experience designing and executing test plans.
• Strong written and verbal communication skills.
• Experience building user applications (Nice to have).
• Experience designing user interfaces for applications (Nice to have).
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
