Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• Master’s degree AND two years of professional experience where your primary duty is research. One year of this experience must have been involved primarily with research on educational issues or topics (bibliographic research is not acceptable).
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Research.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Assistant in Education Research. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for the position of Assistant in Education Research in the Office of State Assessment. This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate and high school students as well as the oversight of the implementation of federal assessment policy. The incumbent of this position will serve as the State Coordinator for the National Assessment of Educational Progress (NAEP). Duties include, but are not limited to, the following:
• Coordinate the administration of NAEP within the state in accordance with NAEP requirements, schedules, and timelines;
• Coordinate and conduct quality assurance reviews of NAEP samples, student list submission, NAEP assessment data, and other NAEP activities within the state;
• Analyze and interpret NAEP data, including preparing and disseminating national and state level results to various audiences;
• Promote understanding about NAEP to ensures that state education office representatives, state policy makers, local school district staff, school administrators, teachers, parents, and the general public understand NAEP’s relevance to the state assessment system, large-scale assessment, and other assessment systems;
• Promote assessment literacy and ensure technical assistance and training is provided to various audiences;
• Act as liaison between the State Education Agency (SEA) and the National Center for Education Statistics (NCES), which administers the NAEP; and
• Participate in scheduled trainings and information sharing sessions for the NAEP State Coordinators convened by NCES.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require 10% in-state/Statewide travel.
This position leads to a maximum salary of $101,197 based on annual performance advances.
