Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• Seven years of experience in managing the security and/or emergency management program for a public or private sector organization with multiple regional locations, or centralized security force staffed over multiple shifts. Two years of the experience must have included the supervision and training of security staff.

PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55b/c service in/as Regional Security Supervisor or Chief Security Officer.

COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor, Security Services.

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service in/as Regional Security Supervisor or Chief Security Officer.

Duties Description The New York State Education Department’s Performance Improvement Management Services is seeking candidates for a Supervisor, Security Services position in the Office of Facilities and Business Services. The Office of Facilities and Business Services manages and directs the safety and security operations of multiple statewide State Education Department (SED) locations. The incumbent will develop, implement, and evaluate safety and security plans, procedures and internal controls; identify and resolve safety and security problems, issues or concerns, and manage the selection, supervision, training, and evaluation of a staff of security personnel. Duties of this position include, but are not limited to, the following:
• Provide technical expertise, direction and support to agency managers, supervisors, staff, and SED regional partners on all matters relating to physical security, security risk identification, analysis, and integration;
• Develop and maintain security plans, policies and procedures for all department offices and staff statewide;
• Receive and evaluate all GA 51 Unusual Incident Reports for disruptive conduct, personal injury, and/or theft;
• Coordinate with agency management to proactively identify safety and security issues at all locations statewide, and develop measures to address and resolve concerns;
• Serve as primary management liaison regarding security issues to the agency Health & Safety Committees;
• Oversee the planning, development, implementation, operation, and maintenance of the agency’s various security systems which include electronic security systems, alarms, cameras, and the photo ID card access system;
• Supervise and manage the activities of security staff both directly and indirectly through subordinate supervisors;
• Administer contracts with private security companies to obtain contract guards to supplement permanent security staff in providing security services for agency visitors, staff, and properties;
• Provide direct guidance and assistance to agency program managers regarding security issues or problems to ensure the operating objectives of the agency are being met;
• Coordinate with Worker Protection staff regarding the training for department employees related to the Workplace Violence Prevention policy and the Domestic Violence Prevention policy, as well as other workplace safety and security training;
• Represent the department with the Department of State, Office of General Services, Office of Criminal Justice Services, Department of Motor Vehicles, the State Police, and local law enforcement agencies with regard to safety and security matters;
• Independently complete complex and/or sensitive security assignments; and
• Prepare reports regarding safety and security issues for management review.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position leads to a maximum salary of $89,332 based on annual performance advances.
