Job Specifics

Minimum Qualifications Bachelor’s degree and nine years of relevant progressively responsible experience*, including at a policy making level, related to the fields of utility regulation or clean energy. This experience must include at least four years in a managerial** capacity.

Preferred candidates’ experience should include specific experience in issues related to utility industries and power markets; experience in leadership roles formulating and implementing energy policy and/or innovative energy projects; familiarity with the workings of competitive utility markets and the electric utility industry; experience developing business models and opportunities, and having strong leadership, oral and written communication, and analysis skills. A master’s degree or higher in engineering, economics, public policy, business administration or other related concentrations is preferred.

*Substitutions: Four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

**Managerial experience includes having responsibility for determining and prioritizing the workload of a unit or section, the management of subordinate professional employee supervisors, including assignment of tasks, employee training and development, evaluation of their performance and time and attendance, making recommendations on hiring and other human resource actions, and participating in long-range planning for the program.

Duties Description The Special Assistant, NS-M6, functioning as the Deputy Director of Clean Energy and Markets, will oversee the Clean Energy and Markets Section of the Office of Markets and Innovation in areas responsible for Electrification of Transportation, Long-term Grid Planning, Grid Modernization, Large Scale Renewable Generation Procurements, Distributed Energy Resources, Energy Storage Procurements, Wholesale and Retail markets, and Demand Response for electric and gas utilities. Under the general direction of the Director of the Office of Markets and Innovation, the Deputy Director will perform duties that include, but are not limited to:
• Serving as an advisor and consultant to the Director, Chair of the Public Service Commission (Commission), and the Commission on issues related to innovation, competitive markets, business development and climate policy within the regulation of gas, electric, and steam utilities.
• Managing and directing the staff of the Clean Energy and Markets Section, including recruitment and development activities.
• Planning, organizing, directing, and coordinating the complex technical work related to the implementation of New York State’s Climate Leadership and Community Protection Act (CLCPA), including developing and advancing policies, rules, programs and mechanisms to implement CLCPA; and, engaging utilities, third parties, other stakeholders and the public as appropriate to advance the CLCPA.
• Coordinating the work of the Section with other offices in the execution of analyses, studies, reports, and plans related to clean energy and markets.
• On occasion, testifying as an expert witness in important Commission cases and supervising the preparation of testimony.
• Attending Commission meetings in order to advise and make recommendations to the Commission on technical and policy matters related to electric competition, rates, utility finance, transmission and distribution, safety, consumer services and education, the environment, and other issues related to markets and innovation.
• Providing technical assistance and support to other offices and the Department.
• Analyzing proposed legislation and formulating recommendations in areas that affect the Commission’s rules, regulations, and responsibilities.
• Representing the Commission at hearings, conferences, before Federal agencies, and as members of committees of the National Association of Regulatory Utility Commissioners (NARUC).
• Working with energy policy makers from other State agencies and authorities to implement the State’s energy policy goals.
• Meeting with utility personnel, their counsel, and the general public concerning matters of special or general interest with respect to the regulation of all types of public utilities.
• Managing, coordinating, and advising on issues relating to the internal operation of the Department; providing administrative support to the Public Service Commission and the Department.
• Overseeing the preparation of Commission orders, rules, and regulations ensuring compliance with requirements of law.

Additional Comments Salary will be commensurate with experience. The primary location for this position is Albany, NY with at least 10% travel. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
