Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• (Candidates must have a bachelor's degree or higher. All candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply.


COMPETITIVE QUALIFICATIONS:

55 b/c Appointment: This position is eligible for 55 b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55 b/c eligibility letter.
• A bachelor's degree and two years of specialized experience performing a variety of entry-level professional activities in support of developing, implementing, regulating, and maintaining programs.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Education Program Assistant 1, SG-14. The salary for candidates appointed to Education Trainee 1 starts at $44,169 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-12 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or Public Administration Trainee Transition (PATT) eligible list.

Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for an Education Program Assistant 1 (EPA 1) position in the State Board Office for Pharmacy and Midwifery. The State Board Office assists the Board of Regents and NYSED in the licensing and practice of pharmacists, registered pharmacy technicians and midwives as well as the registration of resident and nonresident establishments such as pharmacies, manufacturers, wholesalers, and outsourcing facilities. Furthermore, the Board Office issues intern permits and processes applications from individuals and entities seeking to offer continuing education to pharmacists. Under the general direction of the Executive Secretary, duties will include, but not be limited to, the following:
• Review, monitor and process applications for establishments seeking registration in New York, such as pharmacies, wholesalers, manufacturers and outsourcing facilities;
• Partner with Board Office management to ensure website content is current; assist with website update requests, including the drafting and monitoring of website update submissions;
• Gain a thorough understanding of applicable NYS rules and regulations;
• Assist the Board Office as it transitions processes pursuant to NYSED’s website modernization;
• Review applications and inquiries related to pharmacy supervisors; follow up on incomplete or incorrect designations from pharmacy owners; and notify the Office of Professional Discipline about establishments that are not in compliance with supervisory requirements
• Review supervisor changes for pharmacy manufacturers and wholesalers;
• Assign documents and creating workflows in the records/document management system;
• Prepare “free sale” certificates needed by New York entities seeking authorizations in other countries;
• Respond to telephone, email, and written inquiries about applications and professional practice in a timely, accurate, and responsive manner, consistent with the Office of the Professions’ commitment to quality customer service
• Assist support staff in the processing of applications and generating correspondence to provide timely and accurate information to customers including the drafting of template responses;
• Assist with reviewing applications from entities and individuals seeking to offer continuing education for New York State registered pharmacists;
• Coordinate the receipt and review of applications for licensure and limited permits, including coordination of electronic applications between Professional Education and the Division of Professional Licensing Services;
• Utilize computer systems to access and review information;
• Periodic in-state travel related to board office business; and
• Assist with other office duties as needed, including but not limited to endorsement/reciprocity applications and applications for immunization authority, including communication with applicants to obtain missing documentation.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent competitive appointment or a contingent permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates at the time of interview. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.
These positions may be filled as a traineeship. The starting salaries for these positions are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

Current starting salaries:

• $44,169 (Trainee 1- NS equated to SG-11)
• $49,363 (Trainee 2- NS equated to SG-13)
• $52,198 (Full Performance level SG-14)

*Leads to a maximum salary of $66,634 based on annual performance advances and traineeship advances.
