Job Specifics
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's or higher degree.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Duties Description •Manage multi-family affordable housing projects caseload, as assigned, including:
o Tracking development timetables and deadlines for each assigned project;
o Acting as a proactive intermediary and problem solver between the project
developer's team and assigned HCR technical staff to advance the development
of projects;
o Facilitating communication with other governmental agencies, financial
institutions and other involved parties; and
o Preparing and processing contractual information to facilitate payment to the
developer in a timely manner.
•Evaluate project financing and operating budgets (underwriting) of multi-family affordable housing projects in accordance with the financing source requirements and agency policy, as assigned and subject to training.
•Review and evaluate applications for funding in accordance with agency procedures; provide analyses and recommendations of proposed projects.
•Prepare and submit regular reports on project status, as requested by supervisors and agency senior staff.
•Perform site visits for proposed projects and for projects currently under construction, if necessary.
•Assist in updating and maintaining project information through shared electronic systems.
•Alert supervisors, in a timely manner, of any existing or potential project issues such as potential delays, non-compliance, cost increases, etc.
•Candidates must possess excellent verbal and written communication skills, and proficiency with Microsoft Office programs.
