Duties Description POSITION DESCRIPTION:
Position will report directly to the Human Resources Specialist 2. The Human Resources Office is responsible for, and committed to, ensuring the highest level of professional services and support to a variety of customers. This DDSO employs nearly 3,000 people. The ultimate goal is to ensure the best possible qualify services are offered to people receiving services. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence, and honesty. Human Resources Specialists perform and supervise the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as benefits, health and safety, labor relations, evaluations, training, employee counseling, and employee recognition to build and maintain a workforce that is effective in accomplishing OPWDD’s mission and goals within the framework of the merit system.

PRIMARY DUTIES AND RESPONSIBILITIES:
• Under the supervision of the Human Resources Specialist 2, the incumbent will be involved in activities related to that of a Human Resources Office “Generalist”. These activities will ultimately involve all aspects of the Human Resources Office operations including but not limited to the following:
• Employee Relations: Assist in the administration and implementation of the DDSO’s employee relations program. This may involve contract interpretation, grievance response/resolution, investigations, and participation in Labor-Management negotiations, as assigned.
• The incumbent will be the Workplace Violence Prevention Program Coordinator for the agency and provide training as needed.
• The incumbent will work in concert with the various control agencies including the Department of Civil Service, Audit and Control, Division of the Budget, OPWDD Central Office, and Employee Relations Office.
• Other Duties as assigned.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.
NON-COMPETITIVE MINIMUM QUALIFICATIONS (NO EXAM REQUIRED):
Human Resources Specialist Trainee 1, NS (equivalent to SG-14): A bachelor's or higher degree.
Human Resources Specialist Trainee 2, NS (equivalent to SG-16): A bachelor's or higher degree AND
Either
1. One year of professional human resources experience OR
2. A Juris Doctor, master's or higher degree in a field related to the position being filled.*
Human Resources Specialist 1, SG-18: A bachelor’s or higher degree AND
Either
1. Two years of professional human resources experience OR
2. A Juris Doctor, master's or higher degree in a field related to the position being filled* AND one year of professional human resources experience.
*Hiring agencies have discretion in determining whether a degree is related to the duties of the position

REASSIGNMENT QUALIFICATIONS:
Current Office for People with Developmental Disabilities employee with one year of permanent competitive or 55b/c service as a Human Resources Specialist 1.
70.1 TRANSFER QUALIFICATIONS:
• For 70.1 transfer to a Human Resources Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-16 or above.
• For 70.1 transfer to a Human Resources Trainee 2, salary grade (SG)-16, you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-14 or above.
• For 70.1 transfer to a Human Resources Trainee 1, salary grade (SG)-14, you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-12 or above.

55 B/C QUALIFICATIONS:
• Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.
• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary)
• Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.
Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.?
The position may be filled at the Human Resources Specialist Trainee 1 level equated to SG-14, $55,005, Human Resources Specialist Trainee 2 level equated to SG-16, $61,340, or full performance Human Resources Specialist 1 SG-18, $65,164, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.?
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

Paid Holidays and Leave
• Thirteen (13) paid holidays each year.
