Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to the Auditor Trainee 1 Abandoned Property, you must have:
• A bachelor's degree including or supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing.
For appointment to the Auditor Trainee 2 Abandoned Property, you must have:
• A bachelor’s degree including or supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing. AND one year of professional accounting and/or auditing experience.
For appointment to the Auditor 1 Abandoned Property (SG-18), you must have:
• A bachelor’s degree including or supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing. AND two years of professional accounting and/or auditing experience.
OR
• A master’s or doctorial degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics AND one year of professional accounting and/or auditing experience
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 70.4 of the Civil Service Law.
Transfer
For 70.1 or 70.4 transfer to an Auditor 1 (Abandoned Property), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Minimum Qualifications Perform compliance audits of companies to ensure they are aware of and in compliance with the Abandoned Property Law.
• Incumbent will identify candidates for the Self-Directed Compliance Program. This involves researching company backgrounds, gathering financial data and contact information, performing financial comparisons to other data sources, and prioritizing candidates by asset size.
• Incumbent will contact candidates by letter, email and phone to assist with completing audit questionnaires. Examine completed audit questionnaires, request and review background data including general ledger, accounts payable, and account reconciliations. Identify items that should be reported as unclaimed funds. Compare the candidate’s reporting history with the results of the audit to determine whether or not all amounts have been reported and whether the amount due to the State has been properly computed and paid. Prepare audit reports on compliance activities and performance.
• Provide ongoing assistance to candidates about the law, resolve any questions, and assist in filing a report as a result of the compliance audit.
Perform compliance audits of Court Funds and Open Estates reports to ensure they are aware of and in compliance with the Abandoned Property Law.
• Incumbent will review and select county reports submitted to OSC Local Government and School Accountability (LGSA). This involves researching funds deposited in the county and subject to the APL.
• Incumbent will contact county officials by letter, email and phone to assist with obtaining details for review. Examine documentation and determine if funds are dormant and past due for reporting as abandoned property. Identify items that should be reported as unclaimed funds. Prepare audit reports on compliance activities and performance.
• Provide ongoing assistance to candidates about the law, resolve any questions, and assist in filing a report as a result of the compliance audit.
Perform Holder Education activities
• Provide training to companies filing abandoned property reports. Train holders on how to identify and report unclaimed funds to the State; explain statutory considerations; and provide information about recent updates and best practices.
• Collaborate with other business units to develop training curricula, materials and formats such as handouts, manuals, webinar/seminar sessions, teleconferences and newsletters. Notify holders of any changes during the year; ensure the website has the most current information. Participate in organizing, creating, editing and distributing holder education materials. This includes writing and speaking, to individuals or groups, in person or electronically.
Develop audit techniques to reach out to companies using new or updated tools and work with the team to create a procedure to use the new audit techniques in routine work.
• Identify new ways to use outreach and education methods to initiate and perform compliance audits and help bring companies into compliance; establish procedures to create a routine way to use the new initiatives; troubleshoot any problems that arise from the new procedures to make the initiative successful.
• Incumbent will use data analysis techniques to ensure holders are in compliance with the Abandoned Property Law. This could be related to any of the position’s other major activities. The analysis can be performed by using different software applications.
Stay up to date on current laws and reporting procedures.
• Monitor and research any changes in procedures, laws, or industry trends pertaining to unclaimed property. Identify any stakeholders, issues, and any pertinent history to determine what information is important in different situations. Provide relevant information to companies to help them file an accurate and complete report.

• Strong knowledge of Microsoft Suite and ability to use or learn new software. Especially experience with Microsoft Access.
• Strong knowledge in Data Analytics, Tableau and Arbutus, ACL or equivalent analysis software.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
