Job Specifics
Duties Description The Office of Aging and Long-Term Care (OALTC) is seeking candidates for the Director for the Center for Long-Term Care Licensure, Planning and Finance.
Within OALTC, the Center Director will be responsible to direct, manage, and oversee planning, the issuance of operating certificates, the licensure process for all long-term care health care facilities, agencies, and residential programs. Bureaus within this Center include: the Bureau of Nursing Home Licensure, the Bureau of Adult Care Facility and Assisted Living Licensure, the Bureau of Home and Community Based Services Licensure and the Alternative Models of Care Bureau consisting of the Program of All Inclusive Care for the Elderly (PACE) and oversight of the licensure and certification of Continuing Care Retirement Communities.
As Director for the Center for Licensure, Planning and Finance, the candidate will be expected to work with multiple internal and external long-term care stakeholders, to identify and consider solutions that address potential unmet need for aging individuals seeking long-term care placement or community services. In meeting this objective, the candidate will utilize critical feedback to plan and develop long-term strategies and solutions to ensure that older New Yorkers can live fulfilling lives, in good health, with the freedom and independence to age in place, for as long as possible through services, supports and innovative models of care including the creation of certified New York State Dementia-Friendly Communities.
The candidate must have strong public speaking skills with the ability to convey complex and complicate ideas succinctly and with clarity to a variety of audiences. Travel is required.
Minimum Qualifications A bachelor's degree and eight years of progressively responsible experience in the licensure, operation, management or regulation of long-term care facilities, agencies and/or services. Three of the eight years must have been at the managerial level with decision-making and oversight responsibility in a health care setting.
A master's degree or J.D. may substitute for one year of the progressively responsible experience. A MD or Ph.D. may substitute for two years of the progressively responsible experience.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
