Job Specifics

Duties Description Under the general supervision of a Human Resources Specialist 2, the incumbent of this position will act as a Human Resources generalist and provide a variety of services to Department management and staff.

Duties include but are not limited to:
• Perform a variety of tasks associated with recruitment, position classification, payroll administration, exam planning, time and attendance administration, Labor Relations, training, and employee benefits.
• Work closely with program managers to efficiently and appropriately identify, promote, and recruit staff for their program area.
• Effectively disseminate information - both verbally and in writing - to agency staff, executive management, perspective employees, control agencies, and other HR professionals, as needed. .
• Conduct new hire orientation presentations..
• Distribute all onboarding documents and collect missing information.
• Conduct exit interviews for all employees separating from the agency.
• Submit payroll transaction requests in the BSC HCM system and reconcile, as needed.
• Serve as an agency liaison with various State control agencies, including Office of General Services, Department of Civil Service, Office of Employee Relations and Office of the State Comptroller.
• Oversee the process of tracking employee probation reports and performance evaluations. Notify supervisors of upcoming due dates and past due reports. Follow up with supervisors on unsatisfactory reports and provide guidance on next steps.
• Proficiently access and navigate various HR systems including LATS, NYSTEP, HCM, and PayServ. Run reports for management, as requested.
• Draft job postings and BDA requests, as needed.
• Generate and canvass Civil Service eligible lists through the Eligible List Management System (ELMS). Determine reachable candidates based on candidate responses.
• Review incoming responses to active job postings and determine candidates’ eligibility based on minimum qualifications outlined for the position.
• Oversee the accurate and timely preparation of a variety of HR correspondence, including appointment letters, status change notifications, and non-select letters.
• Draft broadcast messages to circulate important HR announcements to agency staff.
• Maintain HR databases and tracking systems.
• Act as a liaison between the Business Services Center (BSC) and the agency.
• Supervise subordinate HR staff and ensure compliance with all agency policies.
• Assign and oversee duties of subordinate staff to ensure tasks are completed timely, efficiently, and within the scope of set standards.
• Occasional travel may be required.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required. However, all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Appointment Qualifications*: A bachelor's degree and two years of professional human resources experience.*

Substitutions*: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

List Eligibility: Open to those reachable on the Professional Career Opportunities eligible list.

Traineeship Eligibility: Appointment may be made at a traineeship level. Human Resources Specialist Trainee 1 & 2, NS (equivalent to Salary Grades 14 and 16) leading to Human Resources Specialist 1, Salary Grade 18.
• $55,005 (Trainee 1; NS equated to SG-14)
• $61,340 (Trainee 2; NS equated to SG-16)
• $65,164 (Full Performance/Journey Level SG-18)

For current NYS employees, the starting salary is based on the candidate’s salary at the time of hire.

Candidates appointed at the trainee level will be required to successfully complete their traineeship in order to advance to the journey-level title and salary.

Transfer Eligibility: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at https://careermobilityoffice.cs.ny.gov/cmo/.

(Important Note: Per Civil Service Law, an employee cannot have two, consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.)

Reinstatement Eligibility: Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Additional Comments SALARY RANGE: $65,164 - $80,860
Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
