Job Specifics

Duties Description
Under the guidance of a TCA2, the incumbent will be required to:

Enforce compliance based upon research of the NYS Tax Law, Civil Practice Law and Rules (CPLR), and Office of Temporary and Disability Assistance (OTDA/federal regulations) for the collection of Child Support and/or spousal arrears and taxes;
Identify sources of investigative information for the purpose of locating delinquent respondents, determining their financial ability to pay, or obtaining knowledge of other liens or liabilities against respondent’s assets and properties;
Travel and have sufficient mobility to conduct field work to locate assets and conduct redemptions; overnight and/or weekend travel will be required;
Communicate effectively, both verbally and in writing, with supervisors, other Department personnel, County Support Collection Unit staff and respondents and/or their representatives;
Display a calm, courteous, and professional manner at all times when dealing with respondents and/or their representatives;
Manipulate an alphanumeric keyboard and navigate various PC applications to prepare reports detailing time and attendance, productivity, and collection case activities;
Maintain up-to-date knowledge of Department procedures regarding the filing of Tax Warrants and transcripts, serving of levies and the seizure, protection and sale of property and assets;
Maintain up-to-date knowledge of types and locations of public records for researching respondent information;
Comply with the Office of Human Resources Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules, policies and procedures:
Adhere to the Department's time and attendance rules and regulations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply at a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class examination for which they are qualified.

This position may be filled as a one-year traineeship. Tax Compliance Agent Trainee 1 starting salary is $51,857.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Tax Compliance Agent Trainee 1:

Either 1. Two years of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public.

OR 2. Two years of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 3. 30 semester credit hours of college-level study AND one year of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public OR one year of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 4. 60 semester credit hours of college-level study.

Tax Compliance Agent 1:

Either 1. Three years of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public.

OR 2. Three years of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 3. 30 semester credit hours of college-level study AND two years of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public OR two years of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR 4. 60 semester credit hours of college-level study AND one year of full-time experience in which 50% or more of your time was spent dealing with the general public. You MUST indicate the percentage of your time dealing with the general public OR one year of full-time experience in a position where your primary responsibility is the collection of debts, which MUST include contacting debtors in person or by telephone for the purpose of arranging payment.

OR

The selected candidate must be reachable on the eligible list for this title and location under Civil Service Law, Rules and Regulations.

OR

The selected candidate must be eligible for a 70.1 transfer under Civil Service Law, Rules and Regulations.

OR

If eligible via 55 b/c please provide a copy of your active letter of eligibility with your response.

Additional Comments Appointment to each level of the traineeship will depend on which minimum qualifications are met.

The salary listed is a range, starting from the Trainee 1 level and ending at the Journey level, this will depend on what level the candidate is coming in at.
