Job Specifics

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to:

• Purchasing Unit.

• Develop a thorough knowledge of procurement laws and procedures including but not limited to New York State Finance Law and OGS Procurement Guidelines.
• Conduct Request for Quotes under OGS centralized contracts with the BSC, and open market RFQs.
• Review and preparation of procurement records.
• Process transactions within the State Financial System (SFS), including Purchase Requisitions (PRs), Purchase Orders (POs), and procurement card reconciliation.
• Source PRs to POs in SFS.
• Interact with OGS BSC on PR/PO creation.
• Process orders utilizing NYS procurement card.
• Obtain formal or informal quotes as necessary.
• Assist in the calculating and monitoring anticipated expenditures for agency contracts.
• Assist in the preparation of procurement-related reports as required.
• Monitor and Manage Unit shared mailbox by reviewing emails and addressing concerns and distributing Purchase Requests to Purchasing Unit Staff.
• Supervisor subordinate Procurement staff.
• Must complete all mandatory trainings required for NYS OPWDD employees.
• Any other responsibilities relating to purchasing deemed necessary.
• Although this position is currently for Purchasing Dept, candidate may be tasked with providing guidance and oversight to staff responsible for daily operations within any unit of Capital District Business Office including Accounts Payable, Credit Card Reconciliation, Mailroom/Storeroom, Fleet Management and/or Account Receivable.

Minimum Qualifications MINIMUM QUALIFICATIONS:

COMPETITIVE MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.

NON-COMPETITIVE MINIMUM QUALIFICATIONS (NO EXAM REQUIRED):

Business Officer Trainee 1, NS (equivalent to SG-14):

• A bachelor's or higher degree.

Business Officer Trainee 2, NS (equivalent to SG-16):

• A bachelor's degree and one year of professional experience in budget estimation, justification, and expenditure control functions. OR

• A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Business Officer 1, SG-18: A bachelor’s or higher degree AND Either:

• Two years of professional experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing OR

• A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Current Office for People with Developmental Disabilities employee with one year of permanent competitive or 55b/c service as a Business Officer 1.

70.1 TRANSFER QUALIFICATIONS:

• For 70.1 transfer to a Business Officer 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-16 or above.

• For 70.1 transfer to a Business Officer Trainee 2, salary grade (SG)-16, you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-12 or above.

• For 70.1 transfer to a Business Officer Trainee 1, salary grade (SG)-14, you must have one year of permanent competitive, or 55 B/C service in an approved title for transfer allocated to an SG-11 or above.

55 B/C QUALIFICATIONS:
• Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

• Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary).

Additional Comments ADDITIONAL COMMENTS:

• This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

• The position may be filled at the Business Officer Trainee 1 level equated to SG-14, $55,005, Business Officer Trainee 2 level equated to SG-16, $61,340, or full performance Business Officer 1 SG-18, $65,164, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship.

• At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

• Family and household member relationships: OPWDD policy may impact eligibility for this position.
