Job Specifics

Duties Description Reporting to the Deputy Director for Scientific Programs and Research, this position will be responsible for providing support for cannabis research licensing and studies. The Program Analyst 2 is expected to be experienced in research administration operations, including license review, scientific review board submissions, and research data management.

Duties and responsibilities include, but are not limited to:

• Review and evaluate cannabis research license applications from entities applying for a cannabis research license.
• Draft and disseminate cannabis research resources to relevant stakeholders including reports, summaries, publications, and guidance documents.
• Assist with the development of new survey instruments and analyze data to evaluate the program impact and effectiveness by practitioners, certified patients, designated caregivers, and registered organizations.
• Monitor and evaluate relevant adult-use and medical cannabis research studies, programs, policies, and regulations at both the state and federal levels.
• Assist with the development and coordination of OCM led research studies including the design, implementation, and projected outcomes of such studies.
• Collect, compile, and assist with the analysis of data from OCM systems and databases for use in OCM publications, presentations, outreach materials, and legislative reports.
• Assist with the development of new surveys to evaluate the medical cannabis program or assess health & safety related programs and policies.
• Make data driven recommendations for enhancements to clinical research and outreach programs and activities.
• Conduct or assist with any other projects and program and divisional analyses as requested.
• Perform a full range of supervisory duties.

Minimum Qualifications Seven years of experience* in a cannabis, industrial hemp, medical marijuana, agriculture, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications.

*Substitutions: a bachelor’s degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience. A master’s degree in the same fields as bachelor’s may substitute for an additional year of the non-supervisory experience.

Additional Comments NOTE:
• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
