Job Specifics

Duties Description The incumbent will inspect licensed and newly established nursing homes to evaluate environmental health, fire safety, and general care requirements to determine compliance with applicable regulations and federal and local laws, rules, and codes; NYS Public Health Law; Sanitary Code; and the NYS Social Services Law. In addition, the incumbent will translate observations into survey/inspection reports, cite deficiencies, review plans of correction, perform quality assurance of survey reports, perform pre-opening inspections, and conduct follow-up surveys, inspections and/or complaint investigations; communicate with stakeholders, requiring ability to clearly articulate observations both in writing and verbally; participate in emergency preparedness and response activities; and handle other duties as assigned.

Minimum Qualifications Permanent Transfer Candidates: Current NYS DOH employee with permanent status as a Senior Sanitarian, G-18.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Candidates Via NY HELPS: A bachelor's degree including or supplemented by 30 qualifying semester credit hours in a closely related field (biology, chemistry, engineering, physics, health science, natural sciences, etc.) AND two years of experience in environmental health protection defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the identification and notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the heath of individuals and/or the public, such as in hospitals and long term care facilities.

A master’s degree in a related field can substitute for one year of experience; and a doctorate in a related field can substitute for two years of experience.

Preferred Qualifications: Experience inspecting health care facilities. Experience with interpreting regulations, conducting complaint investigations, conducting survey, and monitoring health care programs’ compliance with rules and regulations. Strong interpersonal skills and ability to work independently, excellent decision-making capability, and strong writing and editing skills. Bachelor’s or Master’s degree in environmental health, environmental science or public health. Federal Surveyor Minimum Qualifications certification.

Additional Comments This position requires significant travel throughout New York State to areas that may not be served by public transportation. This position may also require occasional overnight travel. Federal Surveyor Minimum Quality Certification Training (SMQT) certification must be achieved within one year of date of hire.

This position is part of the NYS HELPS program. No examination is required.
