Job Specifics

Duties Description Under the direction of an Information Technology Specialist 4 (Database), the Information Technology Specialist 3 (Database) will report to the Enterprise Applications Section, Database Administration (DBA) unit. The incumbent will work closely with the Application Development, Operations, and Data Communications units on issues relating to application troubleshooting, resource capacity planning, hardware, networking, performance tuning, production promotions, security practices, and user privileges. The DBA unit is responsible for upkeep of 36 Oracle and 29 Sql Server databases; this position will primarily focus on Oracle database software version 19 and above. The following OS environments are currently utilized: Linux 7 & 8 (VM and OCI), and Solaris 11 zones. This position may be required to supervise and mentor junior Database Administrators. Duties include, but are not limited to:
• Perform database software installations, upgrades, tuning, patching for security and error correction, cloud migrations, monitoring, and data loads to ensure optimal performance and security.
• Create database structures (schemas, tablespaces, roles, directory objects, views, and database links) to meet application requirements.
• Maintain existing Oracle and MS SQL Server databases in both on-premises and cloud environments.
• Monitor work progress and actively manage workload assignments to optimize team efficiency.
• Prioritize database security and compliance with regulations, including expertise in securing PII or PSI data.
• Coordinate with team lead on setting team priorities, and capacity planning for proactive resource management.
• Deploy enterprise applications onto production database server environments, including maintaining production change control procedures and standards.
• Monitor database instances for performance issues and tune both the database environment and SQL statements when necessary.
• Manage backup and recovery operations by using Oracle Recovery Manager (RMAN) and SQL Server
• 3 Management Backup and Maintenance plans for comprehensive data protection.
• Utilize Data Pump for efficient data exports and data movement.
• Install and configure Oracle Data Guard for robust data replication and disaster recovery.
• Perform ad-hoc and automated data loads to Oracle and Amazon Redshift databases, ensuring data integrity.
• Generate reports with SQL and export data from databases to flat files.
• Manage Oracle Enterprise Manager (OEM) tasks, including upgrading the repository and agents, applying patches, setting monitoring threshold values, scheduling jobs, running ADDM, and analyzing ASH reports; perform OEM installations and upgrades across on-premises and OCI environments.
• Manage databases and data within a Linux environment, utilizing bash, crontab, and sftp/other utilities.
• Manage Oracle Apex and ORDS installations, migrations, and upgrades.
• Ensure work is performed to established standards; develop and maintain written standards as needed.
• Create and maintain comprehensive technical documentation, ensuring accuracy and clarity.
• Develop detailed Change Control documents and present changes at Change Control Meetings.
• Engage with Oracle Support as needed, creating Service Requests to resolve issues efficiently.
• Preferred Qualifications:
• Experience programming with SQL and PL/SQL.
• Proficient use of logs to troubleshoot and diagnose issues.
• Ability to tune the performance of: SQL statements, application code, and Oracle 19c databases.
• Proficient with shell scripting; primarily, Bash and PowerShell.
• Ability to automate and schedule common tasks, utilizing the database scheduler and Linux Crontab.
• Experience performing database backups, restorations, and cloning.
• Experience monitoring and performance tuning databases using Oracle Enterprise Manager Cloud Control.
• Experience installing, configuring, and managing the OEM repository and agents.
• Experience with Oracle security features: fine-grain access control, unified auditing, and Advanced Security.
• Familiarity with Oracle Cloud database and Oracle Identity and Access Management (IAM).
• Ability to learn and use additional data management platforms, such as: AWS Redshift, S3, and EC2.

Minimum Qualifications Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Non-Competitive Qualifications for appointment under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program: For appointment to an Information Technology Specialist 3 (SG-23), you must have:
1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

For appointment to an Information Technology Specialist 3 Database (SG-23), you must have:
1. Five years of experience in database programming or administration. the database programming or administration experience must have involved direction or performance of activities related to managing and maintaining enterprise database environments as well as the data contained in the databases. The experience must have included responsibility for designing, implementing, and maintaining database systems.

OR

2. A bachelor's in any field including or supplemented by 15 semester credit hours in programming languages and two years of experience in database programming or administration; or a bachelor's or higher level degree in any field and three years of experience in database programming or administration; or an associate degree with 15 semester credit hours in programming languages and four years of experience in database programming or administration.
