Duties Description Standard Duties:
As a Labor Services Representative/Trainee 1/2 with the Unemployment Insurance Appeal Board (UIAB), the incumbent will perform the following duties, not limited to:
• Supervise clerical and administrative support staff in a UIAB satellite office or one or more units in a regional office.
• Perform and/or supervise clerical staff in the intake and preparation of judicial documents and calendars including adjournments and ensure adherence to Appeal Board rules and regulations.
• Prepare, review, and process documents for hearings and appeals for higher and lower authority cases.
• Answer customer questions related to the hearing/appeal process.
• Analyze statistical reports regarding United State Department of Labor timeline markers and internal UIAB processes.
• Review hearing and appeal case files received from the UI Division to determine accuracy prior to scheduling a hearing or assigning the case to a Higher Authority Appeal Review Unemployment Insurance Referee.
• Review incoming correspondence from claimants, businesses, attorneys and representatives regarding hearing or appeal related requests, and take necessary action following office policy.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
Labor Services Representative Trainee 1:
A bachelor's or higher degree* OR be a qualified employee of New York State Department of Labor with 1 year of permanent competitive, non-competitive, labor class, or 55-b/55-c service in a title allocated to a SG-9 or higher.
Labor Services Representative Trainee 2:
A bachelor's degree* and one year of experience providing employment, reemployment, training and labor market services to job seekers, employers, unions and other interested parties; examining unemployment insurance (UI) claims issues and making determinations to resolve complex or unusual problems related to eligibility for UI benefits; working for businesses that provide third party administration to assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience and professional interests to available employment opportunities; assisting employers in complying with mandatory unemployment insurance registration, reporting and contribution requirements; or representing employers in presenting cases for unemployment insurance appeal hearings.
Labor Services Representative:
A bachelor's degree and two years of experience providing employment, reemployment, training and labor market services to job seekers, employers, unions and other interested parties; examining unemployment insurance (UI) claims issues and making determinations to resolve complex or unusual problems related to eligibility for UI benefits; working for businesses that provide third party administration to assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience and professional interests to available employment opportunities; assisting employers in complying with mandatory unemployment insurance registration, reporting and contribution requirements; or representing employers in presenting cases for unemployment insurance appeal hearings.
*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service as a Labor Services Representative or Trainee 1/2; if you have less than one year, you must be reachable on the current Labor Services Representative eligible list for this location, if one exists.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 14 or higher determined to be similar by Civil Service.
70.4 Transfer Qualifications:
One year of permanent or contingent-permanent or 55b/c service as a Grade 11 or higher and a passing score on Labor Services Representative exam and a bachelor’s degree *. Note: Candidates must not have failed the most recent examination for this title.
55 B/C Qualifications:
This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.
Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders. Experience with Microsoft applications. Customer service and/or clerical experience.
Additional Comments Candidates with no previous state service will begin at the starting rate of the salary range listed above.
