Job Specifics

Duties Description The incumbent will serve as the Director of the Division of Materials Management and is responsible for management of the Bureaus of Hazardous Waste & Remediation (RCRA), Pesticides, Solid Waste and Waste Reduction & Recycling. The Director advises the Deputy Commissioner of Environmental Remediation and Materials Management and the Commissioner of the Department of Environmental Conservation on the formulation of policy relative to the Department’s responsibilities for statewide management of the Division’s programs including issues related to emerging contaminants. They participate in formulating new legislation and regulations in the above-mentioned areas and take appropriate action to secure compliance with existing law and regulations. The Director supervises the activities of the above described Bureaus within the Division and of staff in the nine regional programs working on matters relating to the above-mentioned areas. They coordinate with and, when appropriate, participate in the activities of the state, interstate, and federal agencies and the compacts, commissions and boards concerned with matters addressed by the Division’s programs. The Director performs all other executive functions required for the effective management and administration of the Division’s programs including budgeting and planning, program evaluation, performance evaluations, and reporting.

Minimum Qualifications A Bachelor’s degree and nine years of experience in a field related to environmental conservation, protection, or natural resources; or government administrative experience serving the public, directing government organizations, or government programs, this includes responsibility for organizing and directing a major program or group of programs. At least four years of which must be managerial and included responsibility for implementation of program goals and objectives within the established budgets and supervision or coordination of staff to achieve specific objectives.

NOTE: A Master’s Degree may be substituted for one year of the non-managerial experience and a Ph.D. may be substituted for two years of the non-managerial experience.


Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.

Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Telecommuting may be available, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
