Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Special Assistant for Virtual Currency Strategy in Limited Purpose Trust Unit within the Research and Innovation Division. The position reports to the Deputy Superintendent of Limited Purpose Trusts and provide technical expertise, strategic guidance, and support the supervision of Virtual Currency Limited Purpose Trust Companies. As a key advisor, the position will collaborate with the supervision and the examination teams as well as cross-functional teams and assist in decision-making of various innovative applications from regulated entities.
Duties include, but are not limited to, the following:
• Conducts technical evaluations of systems, processes, and compliance mechanism of new products and services from Virtual Currency Limited Purpose Trust Companies
• Coordinates with the Supervision and Examination Teams for ongoing monitoring and conducting examination with respect to virtual currency activities of Virtual Currency Limited Purpose Trust Companies;
• Monitors and assess risks associated with virtual currency markets, blockchain networks, and decentralized finance platforms;
• Collaborates with shared services teams as needed and assist in the development, implementation, and interpretation of new regulatory industry guidance in virtual currency area;
• Works with the limited purpose trust application team to review applications with respect to proposed virtual currency activities;
• Stays abreast of trends in virtual currency markets, including the development of new products and services, virtual currency linked investments, the underlying technologies, data privacy, anti-money laundering initiatives, and updating stakeholders and agency management on a periodic basis;
• Advises Deputy Superintendent of Limited Purpose Trust Companies on all matters falling within the scope of assigned responsibility and making necessary recommendations; and
• Other duties as assigned.
Minimum Qualifications Preferred Qualifications
• Bachelors degree and at least 7 years’ experience in traditional finance, FinTech, or consulting related to digital assets with direct experience preferred.
• Compliance, legal, or other relevant experience on matters related to virtual currencies, digital currencies, blockchain, distributed ledger technology.
• Knowledge and experience related to the Department’s virtual currency regulations.
Appointment method:
This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.

Salary: $123,793 - $156,224 (salary commensurate with experience)
Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,400 annual downstate adjustment.
Appointment Status: This is an appointment to a position in the exempt jurisdictional class.
Appointment to this position is pending Governor Appointment’s Office and Division of Budget approval.
