Job Specifics

Duties Description The incumbent will oversee development and delivery of presentations and outreach materials for the agency. The incumbent may also attend outreach events as spokesperson for the agency and attend events providing information to stakeholders.

Duties include, but not be limited to:
• Assist in the development and implementation of educational presentations and outreach materials for use at community forums (including online forums) and other relevant events. Work to ensure that regulations are known, understood and resources accessible to the community.
• Assist in the development of strategic community outreach plans and approaches; implement innovative ways to disseminate information to community-based organizations and community members.
• Develop and deliver educational presentations and outreach materials including, but not limited to materials pertaining to local government issues, law enforcement, licensing, cultivation, processing, distribution, sale, and use of cannabis.
• Assist in building positive working relationships with members of the cannabis industry, associations and governmental entities.
• Keep detailed records and report out to Program Specialist 2 to assist in the monitoring and evaluation of training programs and community outreach approaches.
• Establish and develop diverse community partnerships with local organizations and other external partners to determine needs for communities and support the goals and intention of the Marijuana Regulation & Taxation Act (MRTA).
• Develop written communications to support OCM including, but not limited to, team guidance, standard operating procedures, policies and procedures, and email responses.
• Support the External Affairs team as needed.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Applicants must possess six years of professional experience in a position where the primary responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services.

*Substitutions: A bachelor’s degree may be substituted for up to four years of the above experience.
An associates degree may be substituted for up to two years of the above experience.

Qualifying professional experience includes, but is not limited to professional experience in corporate, not for profit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services.

Examples of Non-Qualifying Experience: Experience primarily in or restricted to administrative assistance, art/graphic design or copywriting, recruitment and placement services, provision of program information and other direct contact with clients or potential clients of program services and direct customer sales.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 16 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

Additional Comments Note:
• Travel may be required (approximately 50%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
