Job Specifics

Duties Description The New York State Education Department’s Office of Human Resources Management is seeking applicants for the position of Human Resources Specialist 2 in the Staffing Services Unit. This Office provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of Education Policy (including P-12 and Higher Education), the Office of Special Education and ACCES, the Office of the Professions, the Office of Cultural Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer and Executive.

Under the supervision of the Associate Director Human Resources 2, the Human Resources Specialist 2 will perform, and supervise staff in the performance of, activities related to supervision and management of Department requests to fill positions, classification and compensation, recruitment and examinations, staffing services, and advising program staff on personnel matters. Major duties of this position will include, but are not limited to, the following:

• Work closely with, and develop relationships with, program managers and Unit staff for the effective accomplishment of program and OHRM work priorities;
• Provide technical assistance and guidance to Unit staff and program managers on a variety of human resources, staffing and civil service topics;
• Review, analyze and respond to program requests and provide guidance in a timely manner;
• Organize and prioritize work assignments to ensure that assignments and projects are completed in a timely manner. The successful candidate must be able to manage multiple priorities and be mindful of applicable deadlines and due dates;
• Ensure compliance with NYSED and OHRM policies and procedures, negotiated agreements, Civil Service Law, rules and regulations, and other Human Resources laws that govern a variety of employment and employee actions;
• Provide internal approval of nominations for hire, ensuring appointment validity, technical accuracy of recruitment documents and appropriate qualifications of selected candidates;
• Perform and oversee various activities related to staffing, classification, compensation, examination planning and development, employee transactions, employee performance evaluations and position maintenance;
• Manage the operations of the OHRM List Unit to ensure the timely and accurate canvassing, distribution and coding of Department of Civil Service eligible lists;
• Oversee the Department’s examination planning process, including management of decentralized training and experience examinations and collaboration with Subject Matter Experts and the Department of Civil Service;
• Oversee the Department’s management of position requests, including providing agency response to control agencies as well as tracking and reporting on recruitment status for Department stakeholders;
• Oversee the review and analysis of Department requests to fill positions;
• Supervise and provide guidance and direction to Human Resources Specialist 1s and Unit support staff in the course of their duties;
• Perform other duties as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a(n) TITLE.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Eligible List Appointment: Candidates must be reachable on the Human Resources Specialist 2 Civil Service eligible list. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services is required for employment. Fees associated with this process are at the Department’s expense.

This position leads to a maximum salary of $105,255 based on annual performance advances. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
