Job Specifics

Duties Description Under the direction of the Executive Deputy Commissioner within the NYS Division of Alcoholic Beverage Control/State Liquor Authority (ABC/SLA), the Director of External Affairs and Media Relations will be responsible for directing and overseeing the coordination of all significant communications between ABC/SLA and New York’s governments and government officials. This oversight includes management responsibility of staff who manage relationships with national, state, and local elected officials; tracking and reviewing legislation; and engaging meaningfully with community stakeholders. The Director of External Affairs and Media Relations is also responsible for the development and implementation of the Office’s community and public engagement strategies.

Duties will include, but are not limited to the following:

• Aid in developing and executing external communications efforts; identify opportunities to support organizational initiatives; develop communications materials and plan community programs to promote and publicize these activities.
• Collaborate with Executive team in the development of strategic communications plans to support ABC/SLA’s mission, goals, and objectives.
• Research inquiries and concerns and prepare confidential reports and memoranda on matters requiring sensitive handling.
• Act as an advisor and assistant to ad-hoc task forces and special committees for the completion of various assignments.
• Facilitate improved communication, coordination, and collaboration between public and private agencies.
• Provide technical assistance in program development and legislative proposals, drafting, and tracking for the Agency.
• Review, analyze, and evaluate proposed or pending legislation for its impact on the Agency.
• Confer with officials of various local, state, and federal agencies concerning legislation; and prepare written legislative analyses for executive staff.
• Establish and maintain effective working relationships with community organizations, government agencies, the press, and the public; represent the Agency at related meetings and functions.
• Draft, review, and edit communications materials including news releases, news materials, talking points, opinion pieces, online content, external education programs, and annual reports.
• Prepare various narrative and statistical reports, newsletters and educational materials; and provide information and presentations to the community.
• Research and prepare responses to inquiries from local and national press; tracks relevant press coverage, including social media activity.
• Act as spokesperson for the agency for media inquiries.
• Build and maintain collaborative relationships with government communication officials and community stakeholders and navigates complex issues with multiple constituencies with differing perspectives and needs.
• Support media activities with the Governor’s press office, other state agencies and relevant outside entities concerning press events and activities.
• Perform advance logistics duties as necessary in preparation of upcoming public engagements and acts as ABC/SLA’s liaison to ensure seamless coordination for staging events with various public officials.
• Help ensure that the Agency meets both its short and long-term objectives for providing excellent service to businesses and constituents of the State of New York.
• Build trusting relations with key partners and stakeholders and act as a point of contact.
• Maintain a deep knowledge of the markets and industry of the organization.
• Perform other related duties as directed and assigned by Executive Deputy Commissioner.
• Other duties as assigned.

Minimum Qualifications A bachelor’s degree and seven years of relevant experience*.

*Substitutions: four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for a bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Additional Comments NOTE:
• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
