Job Specifics
Duties Description Under the supervision of the Director of Public Safety Grants Management, the Administrative Specialist 1 duties will review weekly submissions for trends and facilitate the direct addressing of such trends in cooperations with colleagues in the Office of Budget and Finance; identify solutions to problems highlighted by other DCJS offices and identify solutions to be considered by the office management team; work with supervisor and management team to develop a plan and procedures for transitioning off GMS and Oracle, and into SFS; act as an HR Liaison by creating all requests to fill, be the point person for interactions with HR as appropriate, and work with office management to better facilitate and manage interactions with HR; apply strategic vision for office expansion and periodically review contract workload to suggest stagging changes/needs; manage and oversee the office budget and provide guidance and best practices guidance to administrative staff across units; act as a resource for managers overseeing administrative staff and to ensure consistency of approach and work product across the office; assist in process of drafts schedules for implementation of long-range plans and proposals, and with information request coordination and gathering (legislative and otherwise); manage and oversee office needs and p-card usage; and assist management in analyzing existing workflows and working with the LEAN performance management team to develop process improvement recommendations that improve contract processing efficiency and reduce contract errors.
Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Specialist Trainee 1, NS: You must have a bachelor's degree or higher*. Advanced placement to the trainee 2 or journey level may be possible depending on education and experience and subject to agency approval.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Specialist 1, SG-18: One year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.
Administrative Specialist Trainee 1, NS: One year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.
