Job Specifics

Duties Description This position will be located within the New York State Council on Children and Families and will be supervised by the Early Childhood Policy Director. The duration of this role is subject to the availability of grant funding. Current funding is approved through September 30, 2027. The Early Head Start (EHS) Access Coordinator will work closely with the Early Childhood Advisory Council and the full team at CCF.
The EHS Access Coordinator will support the early childhood field with the goal of creating additional Early Head Start seats in NY. The position will involve frequent written and oral communications with a wide variety of people, including executive and management staff, co-workers, program and administrative staff, representatives of businesses and other organizations, and the public. This position is integral to the work of the PDGB5 initiative, helping to expand EHS across New York State, and regular communication with the PDGB5 staff will be required.
Out-of-state travel is required at least one time during the grant. Some in-state travel and occasional evenings and/or weekend work will be required. This position is dependent upon grant funding. Core responsibilities include:
• Support the implementation and expansion of Early Head Start in NY.
• Supervise and manage contracts.
• Process purchase requests and contract claims.
• Present at state and national events.
• Use available data, including Program Information Report and Kids’ Well-Being Indicators Clearinghouse data for decision making and planning.
• Attend NYS Head Start and National Head Start Conferences when funding allows.
• Communicate regularly with the ECAC and the ECAC Workforce Committee.
• Identify and compile early childhood alignment regulation challenges.
• Assist the Early Childhood Policy Director in preparation of a wide variety of communications including letters, reports, and other documents.
• Work with partners to promote collaboration among:
QUALITYstarsNY, Aspire, Prekindergarten, Preschool Special Education, Head Start, CCRCs and others.

Minimum Qualifications Bachelor’s degree (or comparable work experience) in early childhood, educational policy, or a related field of early childhood education, child development. Project management experience preferred. Collaborative skills and a team approach to accomplishing work are critical, as well as the ability to organize, prioritize tasks, work on more than one project at a time, meet deadlines and be flexible.

Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. 2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
