Job Specifics

Duties Description The New York State Education Department (NYSED) is seeking candidates for an Education Finance Specialist 2 position in the Office of Grants Finance. This office works with State Education Department (SED) offices to administer State and federal grant programs. This Office is responsible for the financial management of grants and ensuring that grant-funded activities are planned and implemented appropriately. Duties of this position include, but are not limited to, the following:

• Supervise lower-level personnel as directed;
• Coordinate the financial processing of grants and grant contract payments in the Statewide Financial System (SFS);
• Liaison to Information Technology staff assigned to internal system -CAFÉ;
• Liaison to Program Offices that manage State and/or federal grant programs;
• Monitor workflow, funding availability, pre-encumbrance and encumbrance status, and respond to special requests using Café/Project Tracking System, the SFS and other data sources, as needed;
• Conduct fiscal data analyses and prepare reports (i.e. End of Year Reports), as needed;
• Develop tables, charts, spreadsheets, and reports as needed by using various reporting tools to extract and compile data related to grants and grant-funded activities from multiple sources;
• Provide technical assistance to Department and local agency staff by using available resources;
• Monitor interest liability and process payments, as applicable;
• Assist with the assembly and maintenance of control documents for each funded program including appropriations, period of availability, and lapse/liquidation dates;
• Assist with the creation and verification of payee/UEI information of vendors in SEDREF and/or the Statewide Financial System (SFS) and SAM.gov;
• Develop responses to data requests;
• Perform other duties, as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have One year of permanent competitive or non-competitive service as an Education Finance Specialist 1, Senior Accountant or Senior Budgeting Analyst, Budgeting. Provisional candidates must take the examination for Education Finance Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must take the examination for Education Finance Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
