Job Specifics

Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education (OCE) is seeking candidates for the position of Associate Budgeting Analyst. OCE includes three major cultural institutions—the New York State Library, Museum, and Archives—which together steward over 300 million items of historical, scientific, and educational significance. In addition, OCE oversees the Office of Public Broadcasting and Educational Television and the New York State Summer School of the Arts. Under the direction of the Director of Operations, the Associate Budgeting Analyst will play a key role in supporting strategic and day-to-day fiscal operations across these program areas, with responsibilities that include budget development, expenditure monitoring, procurement oversight, and coordination with leadership and staff on funding and resource planning. Duties of this position include, but are not limited to, the following:

• Develop and manage comprehensive fiscal plans for State, federal, and special revenue funds in support of OCE programs and operations;
• Prepare and review budget estimates, justifications, and expenditure forecasts; support the Director of Operations in budget strategy and coordination with the Office of the Chief Financial Officer;
• Monitor expenditures to ensure compliance with approved budgets and program goals;
• Conduct data analysis and fiscal modeling to evaluate proposals, forecast costs, and support operational changes;
• Support procurement planning and oversight, including contract tracking and expenditure compliance with State and federal regulations;
• Review proposed grant budgets and contracts for fiscal compliance and adherence to grant requirements;
• Collaborate with institutional leadership (Library, Museum, Archives) to assess programmatic fiscal needs and ensure sufficient funding support;
• Participate in financial oversight of staffing plans, position justifications, and personal service allocations;
• Develop fiscal reports and visualizations to inform senior leadership and support strategic decision-making;
• Assist in evaluating and improving internal business processes for operational efficiency, risk management, and stewardship of resources;
• Analyze, review, and approve accounting transactions;
• Ensure accurate record-keeping and timely submission of fiscal reports for State and federally funded programs and grants in compliance with applicable guidelines; and
• Supervise and provide guidance to staff in the preparation and oversight of agency budgets, expenditure plans, procurements, and fiscal reports; ensure spending is accurate, timely, and aligned with Department policy and office priorities.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate Budgeting Analyst.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Associate Budgeting Analyst. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate Accountant, Contract Management Specialist 2.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of qualifying permanent competitive or 55-b/55-c service in one of the following titles: Senior Budgeting Analyst, Administrative Specialist 1, Business Officer 1, Contract Management Specialist 1, Head account Clerk, Senior Accountant, Auditor 1, or Senior Auditor.

Provisional candidates must take the examination for Associate Budgeting Analyst when it is next offered and must be reachable on the resulting eligible list to maintain employment.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a temporary provisional appointment. Provisional candidates must take the examination for Associate Budgeting Analyst when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $108,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
