Job Specifics

Duties Description This position is located within the bureau of Program Optimization Support & Transformation, Division of Retirement Services and is responsible for:
Participate in systems implementation, maintenance, and support
o Research and elicit requirements by conducting individual or group interviews, schedule and facilitate meetings, distribute surveys, and review documents.
o Work with team and stakeholders to document the current and/or future New York State and Local Retirement system and business processes or functions.
o Create and maintain various business analysis documents, including business analysis plan, business/functional requirements documents, user stories, use cases, requirements traceability matrices, prototypes, flow charts, and process models.
o Communicate business process and system requirements to IT staff, program staff, and other stakeholders.
o Develop test data, scenarios, and plans; test systems functionality; and document the results.
o Review, analyze, and document business process deficiencies requiring resolution during or after implementation.
o Write business procedures and instructional documentation for team and users.
o Develop training materials and presentations of systems functionality for end users.
o Provide end user support and training.
o Assist with change management activities.
o Assist with maintaining the framework for capturing, documenting, and transferring business knowledge.

Provide technical support and customer service
o Resolve or assist in resolution of issues/requests in a timely manner.
o Perform access audits and data clean-up.
o Develop reports and provide exported data for customers; run queries
o Elicit, document, and validate requirements for new processes.
o Create and monitor ServiceNow tickets
o Prepare and send written communication.
o Assist with or complete various tasks related to HR Innovations.

o Assist in establishing and maintaining business analysis methodologies, along with the development of consistent approaches and best practices for business analysis.
o Promote the use of business analysis and business process improvement.
o Participate in business analysis and other professional development training activities.

For appointment to the Business Systems Analyst Trainee 1 (equated to SG-14), you must have: A Bachelor’s or higher degree.

For appointment to the Business Systems Analyst Trainee 2(equated to SG-16), you must have:

A Bachelor’s or higher degree

AND

ONE year of professional experience as described below*.

For appointment to the Business Systems Analyst 1 (full journey level, SG-18), you must have:

Business Systems Analyst A Bachelor’s or higher degree

AND

Two years of professional experience as described below*.

*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

The following activities are NOT considered qualifying experience:
• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
• Development of instructional materials and classroom training.
• Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6, or 70.4 of the Civil Service Law.

Transfer:

For 70.1, 52.6, or 70.4 transfer to a Business Systems Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Traineeship salary information:
The position may be filled at the Business Systems Analyst Trainee 1 equated to SG-14 ($53,764), Business Systems Analyst Trainee 2 equated to SG-16 ($59,994), or full performance Business Systems Analyst 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.

Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1 SG-18 following successful completion of the traineeship.

• Demonstrates passion for business analysis.
• Demonstrated experience using recognized business analysis elicitation techniques to elicit requirements (e.g., business, stakeholder, solution, and transition); and determine required operational services from business users.
• Demonstrated experience using recognized business analysis methodologies to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business processes (e.g., business process improvement, business process modeling, data modeling, fit-gap analyses, or functional designs).
• Strong facilitation and organizational skills.
• Excellent verbal and written communication skills.
• Demonstrated ability to work with others to analyze problems quickly and develop the best solutions options.
• Demonstrated ability to be flexible, to adapt to change, and work well in a participative, team-oriented environment with diverse assignments.
• Formal training in business analysis concepts and methodologies.
• Membership and/or participation in the International Institute of Business Analysis and professional communities of practice.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
