Job Specifics

Duties Description The Manager of Information Services will report to the Director of Solutions Development Unit of the New York State Division of Human Rights. The incumbent’s duties will ensure the streamlined operation of DHR’s information technology systems in alignment with DHR’s business objectives and in coordination with ITS. This individual will plan, coordinate, direct, and design IT-related activities of the organization, as well as provide administrative direction and support for daily operational activities of IT operations. The IT Manager will work closely with DHR decision makers to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. This person will also define and implement DHR IT policies, procedures, and best practices in close coordination with ITS.

Additional duties include, but are not limited to:

• Lead DHR’s IT operational and strategic planning, including fostering innovation, planning projects, and organizing and negotiating the allocation of resources;
• Liaison with NYS ITS to provision, monitor and plan for the cost-effective utilization of shared services;
• Develop and maintain DHR’s relationship with ITS. This will include serving as a point of contact between DHR executive staff and ITS and ongoing cultivation and communication of DHR’s business needs for IT infrastructure;
• Benchmark, analyze, report on, and make recommendations for the improvement and growth of DHR’s IT infrastructure and IT systems;
• Develop business case justifications and cost/benefit analyses, in conjunction with NYS ITS, for IT spending and initiatives;
• Develop and implement all NYS ITS and DHR policies and procedures, including those for architecture, security, standards, purchasing, and service provision.
• Develop requests for proposal with NYS ITS;
• Negotiate and administer vendor, outsourcer, and consultant contracts and service agreements, in coordination with NYS ITS;
• Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals;
• Oversee provision of end-user services, including help desk and technical support services;
• Work with stakeholders to define business and systems requirements for new technology implementations;
• Direct research on potential technology solutions in support of procurement efforts;
• Keep current with the latest technologies;
• Approve and oversee projects and project portfolio;
• Practice asset management for IT hardware, software, and equipment;
• Supervise support staff;
• Establish and maintain regular written and in-person communications with the organization’s executives, department heads, and end users regarding pertinent IT activities; and
• Perform any additional tasks as needs arise.

Minimum Qualifications Bachelor's degree and seven (7) years of experience in information services or information technology. Three (3) years of this experience must be in a managerial role.
