Job Specifics

Duties Description Under the direction of the Deputy Commissioner for Real Estate, the Associate Commissioner for Programming and Resource Management provides the executive leadership and daily management of the Programming and Resource Management unit within the Division of Real Estate (DRE).

This position is responsible for overseeing the Contract Administration and Purchasing Support (CAPS), Enterprise Solutions, Risk Management, and Foundational Information & Improvement Teams within DRE. The position serves as an essential position within DRE related to contract and procurement processes, serves as steward for DRE systems, technology, and data, internal controls for DRE, and managing operational efficiency, communications, and digital transformations across DRE.

Specific duties of this role will include, but not be limited to, the following:

Leadership and Management
• Provide visionary leadership to a diverse team of leaders, managers, and staff across the CAPS, Enterprise Solutions, Risk Management, and Foundational Information & Improvement Teams, fostering a collaborative, customer-focused, and high-performance culture.
• Manage and oversee operations across the Teams, including setting and communicating strategic direction, establishing service level targets and benchmarks, and setting annual performance goals.
• Set clear performance expectations, conduct regular evaluations, and provide constructive feedback to ensure team effectiveness and accountability.
• Align staffing and divisional goals with the OGS strategic plan, vision, and legislative mandates.
• Lead and mentor subordinate leaders and team members, offering guidance and professional development opportunities to enhance their skills and career growth.
• Oversee annual planning for each of the Teams and their annual budget and spending plan, including personal and non-personal service requirements.

Bureau Operations
Lead and drive high-level performance for each of Programming and Resource Management’s operational Teams, including:
• CAPS. Direct and manage procurement processes such as Requests for Quotations (RFQs) and Purchase Orders (POs) for the entire division, processing invoices, and developing contracts. Coordinate and lead meetings with vendors to address billing issues and collaborate with the Agency Procurement Office (APO) and Procurement Services Group (PSG) to create, troubleshoot, and facilitate contract extensions.
• Enterprise Solutions. Direct, identify, and manage process and system development, performing system administration, providing data and reporting, and representing DRE in communications with ITS. Coordinate with DRE units to address challenges and improve operational efficiencies to align with the OGS strategic plan. Oversee system upgrades and operation, data integrity, and user access across the systems and software used by the DRE, including AiM, SFS, AMS, and Tableau Server. Coordinate standardization and accessibility of data for all DRE end users through the extract, transform, and load (ETL) process. Oversee the extraction of data from various established sources and collaborate with DRE programs to develop workflow mapping processes, implementing workflow tracking systems, with the aim of establishing new baseline metrics for reporting to leadership in alignment with OGS and DRE strategic objectives. Serve as the liaison for DRE with ITS on technological needs and issues related to employee onboarding, offboarding, troubleshooting, upgrades, and enhancements for IT equipment, systems, software, or IT infrastructure.
• Risk Management. Oversee ongoing internal controls support for DRE, provide guidance and risk mitigation assistance to the various programs within DRE. Direct reoccurring monthly reviews to analyze, summarize and distribute data from various systems used by Security ID and Parking Management for internal controls, monitoring and decision-making purposes. Manage and ensure annual OGS Annual Internal Control Review is submitted to the Division of Budget timely and conduct annual SFS access review. Manage and implement corrective actions, and/or escalate risks or challenges requiring immediate attention.
• Foundational Information and Improvement Team. Direct and manage team to document DRE unit processes and coordinate procurement of resources for units to work successfully. Serve as a collaborative bridge between executive leadership and frontline employees, translating complex procedures into clear accessible tools that support daily operations and strategic goals. Coordinate with DRE programs to determine areas where knowledge can improve, make workflows more efficient, and create quality content that adapt to changing needs. Oversee the development of simple, practical resources for staff to gain familiarity with new systems.

Goal Setting, Management, and Support
• Making executive-level decisions on behalf of Programming and Resource Management in the absence of the Deputy Commissioner.
• Advising the Deputy Commissioner on matters related to contracts, procurement, data, technology, and internal controls, and making recommendations to optimize performance.
• Formulating policies and procedures necessary to effectively operate DRE’s operations. This includes the development and management of customer/stakeholder relationships, implementing work performance enhancements, instituting efficient operational practices, and ensuring compliance with applicable rules and regulations.
• Monitoring and tracking the execution of key initiatives and projects.
• Overseeing and performing analysis of operations and programs, including benchmarking against similar large operations, creating clear standards for performance, preparing reports for executive review, and making operational adjustments to adjust to changes and trends.
• In partnership with the OGS Data Analytics Office, using data, analytics, and performance measurement to monitor key operations, determine program and initiative success, and promote a data-driven culture within Programming and Resource Management.
• Evaluating and assessing the strengths and deficiencies of Programming and Resource Management’s workforce, recommending adjustments where appropriate. In partnership with Human Resources, acts as a key player in the identification and implementation of succession strategies to address workforce gaps.
• Working with the Division of Internal Audit, the State Comptroller’s Office, and the Inspector General’s Office as needed to provide information and implement recommendations. Develop OGS responses to investigations and audits.
• Representing OGS with the Governor’s Office, Legislature, other State agencies, and public on behalf of the Deputy Commissioner for Real Estate as appropriate.

Minimum Qualifications Twelve years* of progressive experience leading or managing a large organization with responsibility over the planning, development, and coordination of policies and procedures for the purpose of achieving short- or long-range goals including overseeing and managing contracts and procurement of services or goods for the organization.

*Substitutions:
• Associate degree may substitute for two years of required experience.
• Bachelor’s degree may substitute for four years of required experience.
• J.D or Master’s degree may substitute for five years of required experience.
• Ph.D. may substitute for six years of required experience.

Preferred Qualifications:
• Critical thinking and crisp verbal and written communication skills.
• A minimum of five (5) years of procurement or contract experience.
• Master’s degree desired.
• Well-organized, mission-focused leader who exhibits a commitment to integrity and results-based performance in their body of work.
• Demonstrated success in the transformational management of a large, diverse organization comprised of a wide range of staff, from entry-level to licensed professionals.
• Comfortable working in a rapidly changing, fast-paced environment; leading and proactively managing work streams.
