Job Specifics

Duties Description Reporting directly to the Chief Administration Officer, this position will oversee a multidisciplinary team comprising business systems analysts, data engineers, and data analysts. The Director will ensure effective coordination and delivery of IT and data initiatives. This role involves providing strategic leadership for the development, implementation, and maintenance of enterprise applications and data systems, while acting as the primary liaison with external IT teams responsible for enterprise architecture, network infrastructure, and core system management. The Director is responsible for aligning technology solutions with agency goals; ensuring data integrity, security, and compliance; and fostering collaboration across cross-functional teams. The Data & Systems team independently manages the development of GIS solutions, business team applications, surveys, and reports to multiple stakeholders. The Director must implement safeguards to ensure teamwork is accurate, dependable, and nimble enough to service evolving programs and policies. Automation and features to integrate multiple data sources are paramount to meeting agency objectives.

Duties include, but are not limited to:
Strategic Vision and Planning
• Develop a strategy to create and implement enterprise applications and data systems capable of meeting current organizational goals that also anticipate future needs.
• The ability and curiosity to think big about emerging technology and trends, like AI, machine learning, and IoT to cut costs, improve efficiencies, proactively solve problems, and enhance transparency.
• Experience outlining a roadmap for data collection, analysis, and use in a multidisciplinary organization responsible for shaping New York State’s cannabis industry – its adult use and medical market, licensing and enforcement, and public health and safety.

Technical Expertise
• Establish the technical foundation, including platform requirements and integration standards, for a commercial CRM, like Salesforce or Dynamics.
• Facilitate development of robust business processes and applications with a diverse group of stakeholders.
• Possess a deep understanding of enterprise architecture, database design, data modeling, and advanced analysis.
• Experience coding SQL for database management and data retrieval; Python, Powershell, or other languages for automation; R or Python for statistical analysis; low-code languages for application development on Microsoft’s power platform.

Data-Driven Decision Making
• Use data and analytics to inform decisions, identify opportunities, and mitigate risks.
• Establish data governance for appropriate handling of data and compliance with regulations.
• Implement measures to capture data and develop pipelines for consistent and accurate reporting.

Effective Leadership
• Clearly communicate with empathy; inspire and motivate team members.
• Foster a collaborative environment so technical teams are engaged and passionate about their work.
• Instill confidence and fearlessness in members so they embrace professional development and strive to adapt to rapidly changing technology.
• Recognize and leverage individual strengths to effectively delegate tasks thereby building a high-performing team.
• Take seriously the importance of testing and training in all technical solutions.

Minimum Qualifications A bachelor’s degree and six years related experience overseeing or managing program operations, including six years supervisory experience.

Substitutions: Four years of specialized experience OR an associate's degree and two years of specialized experience may substitute for bachelor’s degree. A J.D. or master’s degree may substitute for one year of specialized experience, a Ph.D. may substitute for two years of specialized experience.

Preferred Qualifications: Five years of supervisory/managerial experience.*

*Management experience is defined as direct leadership, management, and strategy execution for an identifiable organizational unit or program which includes direct management of program planning, development, resource allocation, monitoring, evaluation, research and analysis, and policy formation. This experience should also include administrative supervision of professional staff.

Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
