Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a Project Manager 4, SG-27, the Project Manager 3, SG 25, will manage projects for the Office of Cannabis Management (OCM) for the Office of Information Technology Services OCM Dedicated Team. The incumbent will liaise with various organizational verticals across ITS and Client Agencies to ensure project scope and business needs, schedule and budgets are developed and executed.
Duties include, but are not limited to, the following:
• Own all aspects of the successful management of end-to-end project lifecycles.
• Ensure that consistent project management methodologies (based on NYS Project Management (PM) Guidebook and PMI’s Project Management Body of Knowledge (PMBOK) or Agile methodologies) are followed on assigned projects.
• Oversee enterprise agency multi-year projects that have multiple delivery dates and expectations and ensure successful phased solution implementations.
• Partner with executive management and project teams regarding project-level budget strategy, budget planning, tracking, and managing all aspects of cost management for priority projects.
• Maintain budget documentation and works on quarterly reports regarding assigned projects and other critical PM artifacts for the Division of Budget.
• Mentor Project Managers (PM 1 & 2 level) as needed and assist them with understanding cost, scope, schedule, and quality, along with risks, issues, communication, resource management, and procurement management for their projects.
• Assist Deputy Commissioner for Technology in procurement, resource management, budgetary approval, legal approval and contracts, as well as providing templates and information to achieve consistency and accuracy across various projects.
• Plan work for the team and update work plans on a regular basis in alignment with project management needs.
• Collaborate with ITS and OCM leadership on continuous improvement efforts such as standards, process, and training.
• Participate in governance as needed by PM program manager.
• Provide project reporting, project change management, project planning, execution, monitoring and controlling activities for assigned projects within the ITSM tool.
• Lead issue resolution activities related to projects and various teams and demonstrate professionalism and thorough understanding of methodologies to help resolve issues and conflicts.
• Work with PM program lead to review quality in project management and program management deliveries and roll out PM deliverable improvement activities based on internal metrics management.
• Develop working relationships and represent ITS Executive Team positively in a variety of venues and champion effective communication and collaboration.
• Perform the full range of supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 3, SG25, (previously known as Project Manager 2, SG25) OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
