Job Specifics
Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Project Coordinator in the Charter Schools Office (CSO). The Charter Schools Office is responsible for creating and sustaining excellent educational options for New York State families on behalf of the Board of Regents through high quality charter school authorizing, fair and transparent oversight of all charter schools, and the dissemination of innovative school designs and practices. The New York State Education Department received a $121 million Charter School Program grant which includes the addition of two new staff to manage this project, which will result in a significant expansion in the number of high-quality charter schools in operation throughout New York State. The list of duties include, but are not limited to:
• Provide professional development to charter school staff and boards of trustees related to charter school operations and compliance with federal and State requirements (Some travel may be required);
• Prepare web-based and written materials for the field on charter school issues to educate and assist in assuring compliance with federal and State requirements;
• Educate and train Charter School Office staff on the requirements of applicable laws, regulations, and internal policies and procedures; and
• Provide legal counsel on charter school matters, including interpretation of education law, regulatory compliance, and contractual issues related to charter agreements and operations.
Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must possess a Juris Doctorate degree from an accredited law school and be admitted to the NYS Bar AND have five years of subsequent legal experience, preferably in education law or charter school administration.
PREFERRED QUALIFICATIONS:
• Bachelor’s or master’s degree in education, Public Policy, or a related field preferred.
• Proficiency in legal research and writing.
• Comprehensive knowledge of federal and state education laws and regulations, particularly those related to charter schools.
• Understanding of charter school operations and governance structures.
• Strong oral and written communication skills for developing training materials and presenting to stakeholders.
• Interpersonal skills for working with charter school staff, boards of trustees, and external stakeholders.
• Analytical and problem-solving abilities for reviewing charter renewal applications.
• Attention to detail.
• Ability to synthesize complex information and present it in an accessible manner.
• Proficiency in developing web-based content and written materials.
• Excellent organizational and time management skills.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 30% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
