Minimum Qualifications Open-competitive qualifications:
Must have a bachelor’s degree AND three years of professional casework experience in a social services, correctional, or criminal justice agency focused primarily on the establishment of an ongoing relationship between you and the client(s), where you are responsible for the development and implementation of appropriate treatment services for significant social problems such as substance abuse, mental and emotional problems, family disturbance, and delinquency.

Substitution: A law degree or a master’s degree in social work or rehabilitation counseling may be substituted for two years of the required experience. A master’s degree in sociology, criminal justice, or psychology may be substituted for one year of the required experience.

Experience Considered NOT Qualifying: Types of experience that would NOT qualify include group work oriented toward behavior modification in such areas as self-improvement or tobacco cessation; teaching or guidance counseling; paraprofessional aides; employment interviewing; house-parenting; camp counseling; legal counseling; public health specialists; benefits determination or discrimination investigating; pastoral counseling; non-social work therapy, i.e., speech and hearing, recreation, occupational, or physical therapy; casework which is primarily referral; and positions that have custodial or security duties as their primary function, i.e., correction officer, security guard, police officer, or college resident assistant.

Language Proficiency: Parole Officer (Spanish Language) candidates will be required to demonstrate their Spanish language proficiency at a level that will ensure their ability to properly perform the duties of the position.

Additional Requirements: Candidates will be required to appear for a physical examination, psychological examination, and background investigation, prior to appointment. Candidates who successfully pass all three pre-screening requirements will be appointed and be required to complete a mandatory eight-week training academy in Albany. Upon successful completion of the eight-week academy, candidates will be assigned to the region indicated.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to complete an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
