Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of an IT Architect 2 within Human Resources (HR), the Information Technology Specialist 2, SG 18, will be a member of the Human Resources technology team, which is responsible for the automation of new or existing HR systems and serving as the customer support team for these systems. Duties include, but are not limited to:

• Collaborate with stakeholders within HR and other departments to update and implement policies/procedures, change management, and testing of the systems.
• Implement assigned aspects of the Workday implementation, including the portal, workflow development, integrations, and user access and permissions management.
• Study the Workday knowledge base (Workday Community) and propose trainings for team members based on their role in the implementation.
• Coordinate the testing phase of application implementations, including drafting test plans, test conditions, and performing all necessary testing needed for the assigned task (functional, business cycle, integration, regression, sanity, performance, accessibility, and security).
• Propose and implement comprehensive Help Desk procedures to support the growing HR automation initiatives. This includes managing and resolving user-submitted tickets, addressing technical issues, maintaining documentation, and ensuring efficient and effective support for all HR automation tools and processes.
• Deliver training to individuals and groups on the various HR software systems and draft user reference materials in coordination with other team members.
• Identify, troubleshoot, and propose the necessary solutions to problems with the various systems.
• Create technical documentation for the systems for both data and integrations to aid in troubleshooting and maintain the documentation after enhancements are implemented.
• Participate in various projects, initiatives, and departmental work groups as assigned.

Experience
Preferred qualifications:
• Preference for candidates holding relevant technology analyst certification, including but not limited to:
• 2+ years of experience implementing and delivering ERP or other Human Resources systems, especially Workday.
• 2+ years of experience drafting quality assurance or quality control documentation, including test cases and supporting user acceptance testing.
• Ability to work independently or with other individuals in a project/team setting in accordance with supervisory guidance and direction.
• Strong written and verbal communication skills.
• Ability to prepare written material in a clear and concise form.

Minimum Qualifications Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.

OR

A bachelor's or higher-level degree in any field and one year of experience in information technology;

OR

60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.

OR

Two years of professional experience in information technology.

Promotion: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade (SG) 14.

Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates are encouraged to apply.

• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
