Duties Description At the New York State Insurance Fund (NYSIF) we believe that embracing diversity, fostering equity and ensuring inclusion are central to fulfilling our mission of providing outstanding workers’ compensation, disability, and paid family leave services throughout New York. The Chief Diversity Officer (CDO) will lead NYSIF’s Diversity, Equity and Inclusion (DEI) strategy, ensuring policies, programs and practices align with legal requirements, best practices and the agency’s values. Reporting to the Chief Operating Officer for Business Services and/or appropriate designee, the Chief Diversity Officer will be committed to creating an environment that values diversity, promotes an inclusive culture and provides equitable services to the public.
Responsibilities include, but are not limited to:
• Serve as an internal consultant to the Executive Director & CEO, the Board of Commissioners, and Executive Staff in the development of policies and procedures related to the Equal Opportunity and the Diversity and Inclusion programmatic areas and advise with detailed plans how the agency continues to progress forward to meet its expanding statutory mandates/obligations internally and externally.
• Oversee the continued implementation of the agency’s Five (5) Year Diversity and Inclusion Strategic Plan and the development of a new plan in the future, in addition to all related New York State Executive Orders.
• Evaluate current and future agency initiatives and programs related to the Equal Opportunity and the Diversity and Inclusion programmatic areas to identify business opportunities, coordinate systems to ensure high ethical standards, assess information and records, track internal and external issues that affect significant agency operations and recommend risk-mitigation measures, and identify and prioritize training needs for agency personnel.
• Develop mechanisms for the agency to stay relevant and competitive with its private sector peers and competitors, to ensure the agency evolves and adapts to federal/state directives and the needs/expectations of all policyholders in the Equal Opportunity and the Diversity and Inclusion programmatic areas.
• Identify and implement national and statewide best practices and continuous improvement projects and policies/procedures related to the Equal Opportunity and the Diversity and Inclusion programmatic areas.
• Develop, review, analyze, implement, monitor, and report on nation-wide legislative, budgetary and/or insurance initiatives which affect the agency in the Equal Opportunity and the Diversity and Inclusion programmatic areas.
• Build, establish and maintain relationships with multiple stakeholder groups in the Equal Opportunity and the Diversity and Inclusion programmatic areas, including industry advocacy groups, professional organizations, and other state government entities (e.g., NYS ODIM, NYS DCS, NYS OER, NYS ESD, NYS OGS, etc.) to develop and implement uniform policies and procedures where entities have the same jurisdiction.
• Establish and maintain reports to allow for effective measurement of NYSIF diversity goals and provide annual progress reports to executive leadership. Provide recommendations for improving and strengthening DEI efforts.
• Work closely with the Human Resources Team to review all aspects of recruitment, hiring and onboarding processes to ensure that diversity and inclusion efforts are an integral part of these processes.
• Work with the agency’s Procurement Team to promote opportunities for contracts with Minority and Woman owned Business Enterprise suppliers and vendors and address contracting barriers where they may exist.
• Review data analytics reports of the composition of the NYSIF workforce by sex, ethnic identity for all job categories, salary grade and civil service classifications and geographic locations, and report out when appropriate.
• Facilitate effective, coordinated strategies for diversity and inclusion in order to protect and promote diversity, inclusion and equal opportunity in NYSIF’s workforce in accordance with the requirements of the New York State Human Rights Law, Title VII of the Federal Civil Rights Act, the Americans with Disabilities.
• Full range of staff supervision, including but not limited to hiring, training and development, performance evaluations, etc.
• Other occupational related duties and special projects, as assigned.
Minimum Qualifications • Bachelor’s degree and six years of experience in advancing diversity, equity, and inclusion in an organization.
• At least three years of supervisory experience.
• Strong judgment, decision-making, analytical, and problem-solving skills.
• Excellent communication and presentation skills.
• Ability to initiate and maintain relationships across a diverse set of stakeholders.
