Job Specifics

Duties Description This position is in the Composition Services Unit within the Forms and Publications Management section of Taxpayer Guidance. More specifically, the incumbent will perform the following essential functions:
• Utilize a personal computer including an alphanumeric keyboard to operate and maintain a PC-based digital desktop publishing software system; typesetting documents; importing and reformatting text; and creating PDF or other files following department standards and unit procedures and within strict deadlines.
• Proofread documents typeset by themselves and/or other employees. Mark corrections as instructed.
• Prepare productivity reports.
• Create backups of the unit's computer files, including creating and printing an index for the backup disc.
• Retrieve backup files when requested, Save PDF files to specific locations on the shared servers.
• Follow all unit composition procedures, attend training, and apply skills learned.
• Send emails, sometimes with PDF files attached, when requested.
• Supervise other composition staff:
- set work schedules and deadlines.
- advise, guide, and train staff on the methods to compose forms.
- review and provide feedback on work.
- review and approve LATS.
• Research and evaluate new technologies, especially in the forms and graphic arts production field.
• Attend training and propose new or improved computer applications, assist with updating applications used in the section.
• Meet the department's time and attendance rules and regulations.

Minimum Qualifications Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving
permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Administrative Analyst Trainee 1: Bachelor’s degree or higher.
Administrative Analyst Trainee 2:
A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

Substitution-A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Senior Administrative Analyst
A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.

COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the PCO or PATT eligible list for this location; or eligible to transfer under Section 70.1, 70.4 or 52.6 of Civil Service Law.
This position is filled as a traineeship:
Trainee 1, equated to a grade 14: starting salary is $52,198.
Trainee 2, equated to a grade 16: starting salary is $58,247.
Successful completion of a two-year traineeship will lead to SG-18, starting salary $65,001.
Note: Advanced placement in a traineeship is at the discretion of the hiring agency
