Minimum Qualifications You must be current NYS employee serving in a title deemed eligible for transfer to this title under Section 52.6 of the Civil Service Law or eligible under the 55 b/c program.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

It is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications for appointment under the NY HELPS Program: Possession of a bachelor’s degree including or supplemented by nine semester credits in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling PLUS THREE YEARS of professional* research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operations.

*Professional research experience cannot be part of your degree requirements. You must clearly demonstrate how you meet the supplemental coursework and degree requirements for this examination. Include the name of the college or university, course title, date received, and number of semester credits received per course in the "coursework" section of the online application. If applying with a paper application, you may attach a copy of your transcripts for verification of coursework and degree requirements.

Experience limited to general, non-professional research tasks (for example, legal citation research, bibliographical research, or incidental research functions as part of a non-research job) will NOT be considered qualifying.
