Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Duties for this position include, but are not limited to:

Under the direction of Sector B Deputy Commissioner, this position will lead DPS strategic and various IT initiatives. Specific duties include, but are not limited to:

• Develops and maintains detailed management plans for major areas of responsibility.

• In collaboration with the agency, recommends the appropriate priority for pending IT requests

• Defines purpose, scope and objectives of short-term and long-term projects for the team

• Works with counterparts within the organization to ensure compatibility of all initiatives

• Provides vision and direction for innovative problem solving and anticipates future needs

• Assigns work to subordinates. Monitors project progress, reviews major staff initiatives and products, and makes recommendations as appropriate

• Directs meetings attended by project team(s), agency management, users and IT staff to discuss specific projects

• Develops alternative solutions to problems and consults with other IT staff and users to evaluate the effectiveness of proposed solutions

• Reviews and develops procedures, standards and internal controls for the conduct of work within team

• Monitors compliance and takes appropriate action as needed

• Writes progress reports for IT and agency management that describe project status including the technical, fiscal, and staffing issues associated with project completion

• Develops or participates in the development, interpretation, review and communication of IT policies, procedures and standards.

• Analyzes the impact of proposed policy and legislation as they pertain to information systems.

• Leads large scale projects and mentor staff.

• Provides technical support for teams in how to design their databases and how to use query tools to access them.

• Oversees multiple teams, providing technical support, guidance, and standards for all developers.

• Responsible for creation or oversight of all Project documentation (including IT Investment request, scope document, staffing estimates)

• Reviews and approves all Detailed Design documentation including specification documents.

• Serves as liaison with vendors. Monitors vendor compliance with contracts for services.

• Performs full range of supervisory responsibilities.

• Responsible for succession planning for area of responsibility.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Assistant Director Information Technology Services 1 OR in a position at M-3 or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than one M-grade or two salary grades.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
