Job Specifics

Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education is seeking candidates for an Associate Librarian position in the NYS Library. This pivotal role, reporting directly to the State Librarian, is essential for the documentation and promotion of our state’s unique history. The Associate Librarian for Special Collections will oversee all operational aspects of the unit, ensuring the preservation and stewardship of the State Library’s invaluable historical manuscripts, documents, and rare books. Additionally, this position will be instrumental in several high-priority initiatives, including the 250th Commemoration of the American Revolution, the planning of the Office of Cultural Education’s Stewardship Facility, and the management of critical collection conservation projects. Duties of this position include, but are not limited to, the following:

• Oversee all reference activities related to Special Collections, including scheduling, service protocols, and LibAnswers management. Provide expert and specialized reference assistance in person, via phone, and through online platforms.
• Serve as the primary liaison for donors, building strong relationships and cultivating philanthropic support. Conduct archival appraisals and manage the acquisition process, including on-site visits.
• Supervise and participate in all aspects of archival processing, ensuring adherence to professional standards. Prioritize projects effectively while balancing competing demands.
• Actively create opportunities to promote the State Library’s Special Collections through outreach, presentations, publications, and collaborations.
• Foster strong collaborations with colleagues across the Office of Cultural Education, including the NYS Archives and NYS Museum. Engage in partnerships with other state agencies and cultural institutions across the state.
• Lead efforts to conserve and digitize valuable collections, including overseeing large-scale projects with external vendors. Prioritize conservation needs and develop strategies for preserving fragile materials.
• Establish community history projects to ensure that State Library is actively engaged in collecting the histories of all New Yorkers.
• Provide leadership, supervision, coaching, and mentorship to three Senior Librarians and two Library Assistants. Participate actively in recruitment and hiring processes.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service as a Senior Librarian (including all parenthetics).

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for the position of Associate Librarian in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive or 55b/c service as a Senior Librarian (including all parenthetics). Provisional candidates must apply and take the examination for Associate Librarian when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a temporary, provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of a master’s degree from a program accredited by the American Library Association and three years of full time post-degree professional librarian experience will be required at the time of interview for all candidates. This position will require 5% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $121,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
