Job Specifics

Duties Description Under the direction of the Executive Deputy Commissioner, the Deputy Commissioner for Finance and Administration is responsible for overseeing and advancing agency wide administrative operations and initiatives, and other duties as assigned by the Commissioner and Executive Deputy.

In addition, the Deputy Commissioner for Finance and Administration:
• Confer with executive-level managers to define administrative projects, initiatives, and long-term goals and objectives. Provide guidance to agency executive leadership team regarding functions and processes.
• Direct and oversee the day-to-day operations of OPRHP Administration Bureaus: Finance, Human Resources, Business Innovation, and Grants.
• Provide direct supervision and mentoring to Bureau Directors, ensuring consistency and coordination between bureaus, and communicating executive directives, priorities, preferences, and approach. Promote an atmosphere of inclusiveness and respect, professional motivation and continuous learning.
• Provide a high level of programmatic knowledge and assist with applying it with novel, sensitive, and high-profile or critical issues.
• Set policies, standards, and procedures for all areas of administrative operations; provide input on overall agency policies and procedures, as needed.
• Evaluate activities and functions of the Division of Finance and Administration for effectiveness and efficiency; realign or redeploy resources as appropriate; recommend and/or implement procedural or process improvements, as necessary.
• Oversee the preparation of periodic progress reports, metrics, and status of ongoing projects to Executive staff. Participate in regular meetings with other Deputies and/or executive-level staff.
• Represent OPRHP with internal and external stakeholders.
• Work with executive leadership team and other agency staff to develop and submit the agency’s Annual Budget Request.
• Form and maintain collaborative relationships with other governmental entities or stakeholders, such as Executive Chamber staff, Division of the Budget, Department of Environmental Conservation, Department of Civil Service, Office of General Services and the Business Services Center.
• Assist the Commissioner, Executive Deputy Commissioner and Deputy Commissioners, and other staff in developing, preparing, and coordinating internal and external communications, metrics, reports, or other projects, as directed.


Minimum Qualifications Bachelor’s Degree and a minimum of nine years of relevant experience. At least four years of this experience must have included the management and supervision of subordinate staff*.

Higher-level academic degrees may be substituted for experience:

• Master’s Degree and eight years of experience
• PhD and seven years of experience

*The four years of management experience is required regardless of degree.

Preferred Qualifications:
• Excellent organizational, administrative, and communications skills, both oral and written.
• Experience in the management and oversight of daily operations and staff, with demonstrated leadership skills, such as the ability to mentor and motivate and the ability to work with and build consensus among multiple stakeholders.
• Relevant experience in or with New York State government.
• Deep knowledge of governmental accounting and fiscal management, experience with the NYS Budget process, financial reporting and internal controls.
• Demonstrated experience in procurement and personnel administration, information technology portfolio management, and strategic planning.

Additional Comments Salary within the posted range will be commensurate with experience. This is an appointment to a position in the exempt jurisdictional class. All exempt appointments require completion of a background check prior to appointment, and completion of an annual Financial Disclosure Statement. Incumbents serve at the pleasure of the appointing authority, and the employment relationship can be altered at any time by either party.
