Job Specifics
Duties Description • Develop, review, amend, and ensure the implementation of policies and procedures related to facility maintenance operations and building management.
• Update and review of facility procedures and internal controls for purpose of maintaining facility accreditation. Take corrective actions as determined by the annual Internal Control audit.
• Communicate with high profile building tenants to manage building operations and ensure all tenant needs are met.
• Monitors the overall progress of the annual PM/R&I plan, makes changes as necessary to projects schedules and scopes.
• Perform various fiscal tasks for the maintenance departments including determining purchasing needs related to building and maintenance of grounds, facility buildings, etc. Approve/verify purchase orders and procurement card charges.
• Monitor the operations of primary building systems. Evaluate needs for building/systems improvements and make recommendations for priorities based on fiscal constraints and regulatory compliance.
• Provide direction and overall supervision of lower-level Plant Superintendents, Maintenance Supervisors, or Building Managers.
• Ensure that facility structures and systems remain in compliance with various federal and State regulatory agencies. Ensure that any deficiencies are addressed/remediated in as expeditious a manner as possible.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
Required Experience: Seven years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds.
Substitutions: an associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
