Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of Deputy Commissioner for Technology, SG-NS, the Project Director, SG-NS, within the Office of Information Technology Services, Office of Cannabis Management Dedicated Support Team (OCM), will oversee project Managers, product Managers, business Analysts, quality assurance engineers, software developers, architects, and other staff that are essential to the project. The Project Director will ensure that OCM Licensing Compliance and Enforcement system is completed on time and within budget and will provide leadership to strategically manage risks, monitor finances, and ensure each phase of work is started and completed on time.
Specific duties will include, but are not limited to the following:
- Align projects with organizational goals. This involves defining the overall strategy, setting long-term objectives, and ensuring that all projects fit into this broader vision of the Office of Cannabis Management. Work closely with senior leadership to understand business priorities and translate these into actionable project plans.
- Define procurement requirements in collaboration with stakeholders and draft comprehensive solicitation documents such as requests for proposals (RFPs) and requests for quotes (RFQ). Prepare the contract reporter exemption request documents and work with the Vendor Management Office to obtain approval from OSC.
- Oversee all projects under the Office of Cannabis Management Program. Maintain a holistic view of ongoing projects, ensuring that each one meets its objectives, adheres to timelines, and stays within the budget.
- Provide guidance and leadership to the project management team. This includes mentoring project managers and ensuring effective communication across teams and fostering collaboration. Motivate team members, resolve conflicts, and ensure a positive working environment that enhances productivity.
- Manage the overall project budget, ensuring that resources are allocated efficiently and cost overruns are minimized. Collaborate with ITS Finance, Vendor Management Office and OCM. Review budget burndown with executive sponsors. Secure additional funding if required.
- Act as the primary point of contact for senior stakeholders, executives and clients. The incumbent will ensure that stakeholders are regularly informed about project progress, risks, and outcomes.
- Assist in evaluating and recommending solutions that meet business needs.
- Identify and monitor potential risks early on and develop mitigation strategies. Foresee challenges and proactively manage risks across projects. In the event of issues, the Project Director is responsible for finding solutions that minimize impact and ensure project continuity.
- Ensure that all projects meet the organization's quality standards. This includes reviewing deliverables, ensuring adherence to processes, and maintaining consistency across projects. Collaborate with quality assurance teams to develop appropriate metrics and benchmarks for measuring success.
- Manage change effectively across projects, ensuring that any adjustments to scope, timelines, or resources are handled with minimal disruption. Project Director is responsible for communicating changes to stakeholders and making sure teams are equipped to adapt quickly.
- Perform the full range of supervisory duties, as applicable.

Minimum Qualifications Minimum Qualifications:
9+ years leading and managing IT projects.

The following degrees may substitute for the general experience as indicated:

• Associate’s degree and seven years of experience
• Associate’s degree including 15 semester credit hours in computer science and six years of experience
• Bachelor’s degree and six years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and five years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional year of experience

Preferred Qualifications:
- Project management, financial management and risk management experience
- Experience with Salesforce or another low code platform.
- Excellent communication skills
- Managing the expectations of stakeholders at all levels of the organization to ensure alignment with business objectives.
- Experience in writing clear, concise and comprehensive documents.
- Effective Presentation skills.
- Excellent analytical and problem-solving abilities.
- Experience working in an Agile/Scrum development process.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
